16Poland start in FP5
- Beginning of FP5 State of the art
- - General bad situation of science financing
in Poland (0,5 of GDP) - Scientists have 2-4 other jobs to make ends meet
, low motivation to take part in EU programmes
(too complicated and time consuming, disbelief
that they can be successful) - Universities and companies are not aware of FP5,
rules of participation, types of projects, etc.,
they do not prepare proposals - English language problems discourage them from
reading the documents and information in English - Problems with copying of documents, low or no
budget for travelling to find partners - Institutional problems (accountancy departments
treats researchers who have a EU project as a
problem, they do not help, problems with separate
accounts, cost statements)
17Poland start in FP5
- Beginning of FP5 State of the art
- - Researchers either think they know everything
about EU programmes and they do not want any help
from the NCP or they underestimate their
potential) - They make conacts in Poland to submit a proposal
instead of searching for them abroad the
results in the consortium the majority of
partners are Polish, the proposal fails - Researchers like to solve regional (Polish)
problems and not European results proposal is
rejected - They want that somebody else writes the proposal
for them, they say they do not have time, they
have lectures with students, they have to go to a
conference, etc. - They come only once to the NCP to take
application forms and they do not come back
anymore - They are afraid of showing the proposal to the
NCP they fear somebody will steal the idea
18Our (RCP) expectations at the beginning
- A big number of proposals will be submitted by
our researchers - Researchers visiting us frequently to get advice
- Foreign partners will search for Polish partners
- We (Polish) researchers are good enough to be
seen and invited into the consortia - There will be Polish coordinators of projects
- It is enough to give them information about the
call and application forms
19Poland Start in FP5
- Polish State Committee of Scientific Research
started with 2 Actions to overcome this
situation - Indirect support by establishing NCP network
- Direct support of researchers
20Polish Ministry support to encourage the
participation of researchers and companies in FP5
- Creation of the network of National Contact
Points of the FP5 in Poland in 1999 - Support for reseachers and companies
- Grants for organisations (researchers and
companies) to encourage them to take part in the
first calls (grants for grants) of FP5 - Reimboursement of the costs of the proposal
preparation to FP5, FP6 - Co-financing of the projects financed by the
Commission in FP5/FP6
21Creation of the NCP Network in Poland
- Start in 1999 Polish State Committee for
Scientific Research published a call for
proposals for organisations that want to play a
role of the National Contact Points of FP5 in
Poland. - The aim 1 central National Contact Point in
Warsaw and several regional and branch Contact
Points all over Poland to be chosen (almost in
all big cities) - The grant that winning organisations get will
cover expenses of the personnel (usually 1-2
persons) to be employed, material, some equipment
costs, travelling, printing, translation,
preparation of the bullletin, mail costs, etc.) - The winning organisations sign a contract with
the Ministry for 1 year and after 1 year they
have to submit a report (technical and financial
one)
22Creation of the NCP Network in Poland
- Criteria of evaluation
- Experiences in previous European Research or
other programmes e.g. COST, EUREKA, etc.,
(participation or coordination of projects), how
many, results - Experiences of participation in evaluation panels
of European projects, - Description of services to be delivered to
researchers and companies (what, how many, in
which way tools) consultancies, partner
search, dissemination of information,
organisation of trainings, information days,
Description of facilities that the organisation
has computers, fax, phone, copying machine,
internet access, meetings rooom, etc.
23Creation of the NCP Network in Poland
- Criteria of evaluation
- CV of the staff that will perform the role of the
NCP (education, knowledge of languages, computer
skills, communication skills, experiences with
foreign countries stages, work, studies) - Cost of the work and the level of cofinancing
from own resources
24Creation of the NCP Network in Poland
- Results of the call
- - 1 NCP in Warsaw Institute of the Fundamental
Problems of Technics of the Polish Academy of
Sciences (www.kpk.gov.pl) - 8 Regional Contact Points in main Polish cities
(one of them Wroclaw Centre for Technology
Transfer of Wroclaw University of Technology)
www.wctt.pl - Several branch contact points (e.g ship,
textiles, horticulture, etc.) - The winning organisations were
- Departments of International Cooperation of
Universities or Technical Universities - Technology Transfer Departments of Universities
or Technical Universities - Research Institutions (as branch contact points)
- Foundations
- Technology Parks, etc.
25Creation of the NCP Network in Poland
- Each year the call for proposals for NCPs is
repeated and new organisations can join the
network - Reports on the activity should be submitted
- There is a general website of the Polish NCP
network with documents, addresses, etc.
www.kpk.gov.pl, - www.6pr.pl
26NCP Network in Poland structure now
- 1 National Contact Point in Warsaw (all thematic
and horizontal programmes) - 11 Regional Contact Points
- 50 Branch Contact Points
- 151 Local Contact Points
27Role of Regional Contact Points
- MISSION
- The mission of RCPs is to increase the
participation of scientists and SMEs in the 6th
Framework Programme for European Research and
Technological Development (2002-2006). They
usually cooperate within a national network that
consists of the National Contact Point and
Regional Contact Points. - TASKS
- To give information on the 6th Framework
Programme for research and development sector and
companies - To provide documentation (also application forms)
usually by electronic means but also on paper - To organize seminars, workshops, training
sessions and lectures on the possibilities of the
participation, project management, finance
28Role of Regional Contact Points
- To verify project proposals
- To help to search foreign partners
- To disseminate information about FP6 law aspects,
practical issues, deadlines and rules of
participation - To promote of the successful 5th and 6th
Framework Programme applications - To give information about others programmes and
initiatives of the European Union - To cooperate with other Polish Contact Points and
foreign Contact Points - To create and develop a network of Local Contact
Points
29Experiences of being a Regional Contact Point in
the NCP network
- .......At the beginning
- Poor communication between NCP and RCPs
- Centralisation (everything has to be decided in
Warsaw), no dialogue at the meetings of the
Network - Lack of trust between network members,
competition - No cooperation, distance
- No direct contacts with the Commission and
western NCPs - Lack of experience and information
- ....
30Experiences of being a Regional Contact Point in
the NCP network
- ....... Some months/years later
- Cooperation with another region/city of Poznan -
Sharing information, giving trainings in Wroclaw
and Poznan, submission of the Innovation Relay
Centre proposal - Start of cooperation with western NCP and
organisations in the region submission of a
proposal in FP 5 INCO for the encouragement of
participation of the organisations in the region
in FP5 - Start of cooperation with other Regional Contact
Points in Poland publishing a leaflet about
special calls for ACC countries, preparation of
the proposal for the FP6 promotion - A 5 month stage in Brussels in the Directorate
General Research, Environment Directorate
knowing people from Brussels - Start of cooperation with other NCPs in Western
Europe and regions in Accession Candidate
Countries REGinNET project
31How the network of NCPs operates in Poland now
- Meetings 2-3 times a year of the whole network
(60 people) trainings at each meeting - Common bulletin each month sent to RCPs and
researchers from all over Poland - Website with info about events, documents, etc.
www.6pr.pl - Intranet internal communication platform within
the network - Publication of leaflets about FP6
- Translation of documents model contract,
consortium agreement, workprogrammes, application
forms, FP6 in brief - Cooperation with Local Contact Points
- NCPs send partner searches to RCPs and RCPs to
clients - NCPS give RCPs information they get from
Brussels - NCPS from Warsaw come to regions to give
presentations about FP6 - THERE IS MORE TRUST, COOPERATION AND SHARING
OF INFORMATION NOWC THAN IT WAS 5 YEARS AGO

Commission - to encourage the participation in the first call
of proposals of the EU - Grant aiming at covering the costs not paid by
the Commission (researchers already employed at
university who took part in the project) - up to 90 of costs paid by the Commission in
1999 - up to 80 of costs paid by the Commission in
2000 - up to 70 of costs paid by the Commission in
2001 - up to 60 of costs paid by the Commission in
2002 and this is maintained in FP6 at the moment - Notice! All grants were paid to the institution

49 How we overcame the barrier to be invited into
consortia
- We participated in the meetings organised by our
National Contact Points sharing of
information/experiences from the closed attitude
towards trust (I give you information this time
you will give me next time) - We tried to get a contact with foreign NCPs
during workshops, seminars, conferences, not only
to give a business card but have longer
conversations, we tried to establish some common
interests (not with everybody but with the ones
who showed some interest in cooperation with us) - We tried to submit proposals in the frame of
Specific Support Actions (SSA) to FP5 and FP6 to
have additional funding to support our
researchers and companies and to stimulate them
to join FP5 and 6 projects
50 How we overcame the barrier to be invited into
consortia
- We submitted SSA proposals as coordinator with
the best foreign NCPs with so that we opened a
door for our researchers to the coordinators from
the countries of our project partners - We tried to contact the European Commission our
project officer, project officers in the field of
proposals submitted by our researchers with
questions, remarks, etc whenever we were in
Brussels - We tried to go to good trainings/conferences with
EC representatives and establish good contact
with them - We had a stagiare in DG Research for 5 months who
made contacts with different EC Departments
51 How we overcame the barrier to be invited into
consortia
- We subscribed to the database of experts in FP6
to gain experience as evaluators - We organised a lot of practical sessions for
researcheers how to write a proposal - We assisted them at all stages of proposal
preaparation and submission and management - We were contacting colleagues/EC if they had some
problems, questions - We were not afraid of making mistakes, failures
and to ask questions when needed
52Present situation
- Our researchers are well informed and trained
- We have good contacts all over Europe and in the
European Commission - We have 10 projects in FP6 (only as a department
of the University) - We are being invited to the next ETI, SSAs
projects and unfortunately we have to say no.... - BUT...
- It is still too difficult for Polish researchers
to coordinate projets (IPs are too big) - Not all research topics are addressed in FP6
- FP6 is too beaurocratic (reporting, audit
certificates, etc.) - Our Ministry still have to monitor our
participation and if it is too low to ask the EC
to launch specific calls for New Member States - There is very low success rate in CRAFT projects
and Marie Curie Fellowships - We have to keep people continuously informed and
interested in FP6
