Poland start in FP5
  • Beginning of FP5 State of the art
  • - General bad situation of science financing
    in Poland (0,5 of GDP)
  • Scientists have 2-4 other jobs to make ends meet
    , low motivation to take part in EU programmes
    (too complicated and time consuming, disbelief
    that they can be successful)
  • Universities and companies are not aware of FP5,
    rules of participation, types of projects, etc.,
    they do not prepare proposals
  • English language problems discourage them from
    reading the documents and information in English
  • Problems with copying of documents, low or no
    budget for travelling to find partners
  • Institutional problems (accountancy departments
    treats researchers who have a EU project as a
    problem, they do not help, problems with separate
    accounts, cost statements)

Poland start in FP5
  • Beginning of FP5 State of the art
  • - Researchers either think they know everything
    about EU programmes and they do not want any help
    from the NCP or they underestimate their
    potential)
  • They make conacts in Poland to submit a proposal
    instead of searching for them abroad the
    results in the consortium the majority of
    partners are Polish, the proposal fails
  • Researchers like to solve regional (Polish)
    problems and not European results proposal is
    rejected
  • They want that somebody else writes the proposal
    for them, they say they do not have time, they
    have lectures with students, they have to go to a
    conference, etc.
  • They come only once to the NCP to take
    application forms and they do not come back
    anymore
  • They are afraid of showing the proposal to the
    NCP they fear somebody will steal the idea

Creation of the NCP Network in Poland
  • Start in 1999 Polish State Committee for
    Scientific Research published a call for
    proposals for organisations that want to play a
    role of the National Contact Points of FP5 in
    Poland.
  • The aim 1 central National Contact Point in
    Warsaw and several regional and branch Contact
    Points all over Poland to be chosen (almost in
    all big cities)
  • The grant that winning organisations get will
    cover expenses of the personnel (usually 1-2
    persons) to be employed, material, some equipment
    costs, travelling, printing, translation,
    preparation of the bullletin, mail costs, etc.)
  • The winning organisations sign a contract with
    the Ministry for 1 year and after 1 year they
    have to submit a report (technical and financial
    one)

Role of Regional Contact Points
  • MISSION
  • The mission of RCPs is to increase the
    participation of scientists and SMEs in the 6th
    Framework Programme for European Research and
    Technological Development (2002-2006). They
    usually cooperate within a national network that
    consists of the National Contact Point and
    Regional Contact Points.
  • TASKS
  • To give information on the 6th Framework
    Programme for research and development sector and
    companies
  • To provide documentation (also application forms)
    usually by electronic means but also on paper
  • To organize seminars, workshops, training
    sessions and lectures on the possibilities of the
    participation, project management, finance

FP6 (RCP)
  • 1 big conference was organised, 17 trainings, 6
    workshops, 2 Information Days (in total 788
    participants)
  • 25 project proposals were consulted
  • 1795 consultations (98 personal meetings, 402
    phone calls, 1295 e-mails)
  • Dissemiantion of information to 820 companies and
    research institutions about FP6
  • 1414 offers sent to Local Contact Points
  • 8 articles in the High-Tech bulletin sent to 3000
    companies about FP6
  • 7 articles published in national newspapers

Support for reseachers and companies
  • Grant for grant
  • To encourage the participation in the first call
    of proposals of the EU
  • 15 000 zl (about 4 000 ) at the beginning of
    FP5 to search for partners (travel) and to
    reimbourse costs of the preparation of the
    proposal)
  • Reimboursement of the costs of the proposal
    preparation to FP5 during the whole FP5
  • 30 000 zl (8000 ) for the reimbursement of costs
    connected with the preparation of the proposal as
    a coordinator (paid even if the proposal failed)
  • 15 000 zl (4 000 ) for each participant of the
    FP5 proposal that was submitted to the Commission
    and failed but the proposal got at least the mark
    3.0 (good)

  • In total 15 Information days (706 participants)
    and 10 workshops have been organised (495
    participants)
  • Promotion of the possibilities for cooperation
    with research institutions of South West Poland
    was realised thanks to electronic version of Book
    of Reference for Potential Partners, which was
    introduced during the trainings and info-days. It
    is connected with Western web sites for searching
    partners from CEEC.
  • Producing tools for international cooperation
    for SMEs publishing a guide Possibilities
    of innovation development in the Lower Silesia
    Region
  • Participations of partners from South West Poland
    in 69 project proposals submitted in the 5th
    Framework Programme. This objective was achieved
    through all the trainings but particularly those
    related to the special calls for proposals,
    directly, the assistance on writing the proposal
    increased the number of submitted applications.
  • During the lifetime of the project there were 296
    consultancies given by WCTT (individual meetings
    with researchers and enterprises), 114 phone
    consultancies and 1280 e-mails sent to the
    network of partnering organisations and
    individuals

How we overcame the barrier to be invited into
consortia
  • We participated in the meetings organised by our
    National Contact Points sharing of
    information/experiences from the closed attitude
    towards trust (I give you information this time
    you will give me next time)
  • We tried to get a contact with foreign NCPs
    during workshops, seminars, conferences, not only
    to give a business card but have longer
    conversations, we tried to establish some common
    interests (not with everybody but with the ones
    who showed some interest in cooperation with us)
  • We tried to submit proposals in the frame of
    Specific Support Actions (SSA) to FP5 and FP6 to
    have additional funding to support our
    researchers and companies and to stimulate them
    to join FP5 and 6 projects

  • We submitted SSA proposals as coordinator with
    the best foreign NCPs with so that we opened a
    door for our researchers to the coordinators from
    the countries of our project partners
  • We tried to contact the European Commission our
    project officer, project officers in the field of
    proposals submitted by our researchers with
    questions, remarks, etc whenever we were in
    Brussels
  • We tried to go to good trainings/conferences with
    EC representatives and establish good contact
    with them
  • We had a stagiare in DG Research for 5 months who
    made contacts with different EC Departments

  • We subscribed to the database of experts in FP6
    to gain experience as evaluators
  • We organised a lot of practical sessions for
    researcheers how to write a proposal
  • We assisted them at all stages of proposal
    preaparation and submission and management
  • We were contacting colleagues/EC if they had some
    problems, questions
  • We were not afraid of making mistakes, failures
    and to ask questions when needed

Present situation
  • Our researchers are well informed and trained
  • We have good contacts all over Europe and in the
    European Commission
  • We have 10 projects in FP6 (only as a department
    of the University)
  • We are being invited to the next ETI, SSAs
    projects and unfortunately we have to say no....
  • BUT...
  • It is still too difficult for Polish researchers
    to coordinate projets (IPs are too big)
  • Not all research topics are addressed in FP6
  • FP6 is too beaurocratic (reporting, audit
    certificates, etc.)
  • Our Ministry still have to monitor our
    participation and if it is too low to ask the EC
    to launch specific calls for New Member States
  • There is very low success rate in CRAFT projects
    and Marie Curie Fellowships
  • We have to keep people continuously informed and
    interested in FP6
