Whats ELDW (1)?
  • New annual European event with simultaneous
    national and local events
  • Organised by participating local authorities in
    all Council of Europe member States
  • Aims
  • foster the knowledge of local democracy
  • promote the idea of democratic participation at a
    local level.
  • European label ? reinforcing citizens perception
    of local democracy as common European value and
    basis for building democratic society

Whats ELDW (2)?
  • Date week of 15 October (European Charter of
    Local Self-Government opened for signature that
    date in 1985)
  • Initiated (in 2007) and coordinated by Congress
    of Local and Regional Authorities of the Council
    of Europe and the European Committee on Local and
    Regional Democracy (CDLR)
  • CEMR is partner (promoting ELDW)

Whats ELDW (3)?
  • Participating local institutions (individually or
    through their national associations) organise for
    one or several days variety of actions aimed at
    variety of audience (focus on young people and
    elderly, ? women?)
  • Existing initiatives can be included under ELW
    label to enhance visibility and impact
  • Examples information, open door days, debates,
    games, competitions

  • Citizens
  • Raise their awareness of how local authorities
    operate
  • Inform them of opportunities for taking part in
    decision-making at local level
  • Draw their attention on how crucial their
    participation in local affairs is for vitality of
    local democracy
  • Local authorities

    awareness of democratic participation at local
    level
  • Opportunity to meet citizens in an informal and
    entertaining setting

ELDW 2007
  • 37 municipalities from 12 Council of Europe
    member states were taking part in 2007
  • In more than ten countries (i.a. Belgium,
    Lithuania, Norway, Romania, Slovakia, Spain) the
    national associations of local authorities were
    actively promoting ELDW

  • Would like to join ELDW in 2008 or next year ?
