incident-driven data for analysis, interpretation
and reporting. - Sampling and analyzing air, water, and soil for
chemicals and radiation. - Sanitation and waste management surveys,
entomology, environmental health site
assessments, etc. - Document exposures to personnel and identify the
need for specific mitigation measures to reduce
any associated health risks

16Public Laws Requirement
- Public Law 102-190 Sec 734 (1991)
- Established the requirement for the Persian Gulf
Registry to be made available for scientific
study - Public Law 102-585 Sec 704 (1992-1993)
- Assigned Sec Army Executive Agency.
- Public Law 105-85
- Requirements Lead Agency (LA) created to address
- To determine the intensity and duration of
exposure to the fumes of burning oil well fires
and the subsequent risk to Gulf War (GW)
veterans. - Investigate and document other exposures that
occurred in the Persian Gulf and to cooperate
with DOD, VA, and university researchers studying
Gulf War Veterans illnesses.

- Air
- Water
- Soil
- Other
- Bulk Liquid
- Bulk Solid

24Sample Location
- Shows all samples under this location and
subordinate locations. - User can drill down to subordinate locations.
25Sample Location
26Sample Type / Sampling Method
- Top level list shows all Sample Types and
Sampling Methods to allow correlation by Date /
Time (for example Water Collection and Water
Direct Reading) - User can drill down by Sample Type and Sampling
Method.
27Sampling Type / Sampling Method
28Add Sample
- Select location (or show current)
- Select sample type (or show current)
- Select sampling method (or show current)
- Select / deselect analytical methods
- In some cases the sampling method and analytical
method are identical - For water - direct reading a kit is selected
instead of an analytical method.
29Process Sample Results
- Import results from the lab
- Adjust results based on calibration
- Calculate concentrations from mass results
30Assess Samples
- Select location
- Select sample or sample set (EH and / or IH
samples) - Optionally perform modeling to augment the sample
set - Apply statistics to obtain one result for each
hazard - Compare matrix of hazard results against selected
series of OELs
31Water Points
- If a location is currently defined as a Water
Point then it has an associated Drinking Water
Sampling Log. - Water Points are identified in the location tree.
32Water Points
33Water Points Location Tree
34Drinking Water Sampling Log
- The Drinking Water Sampling Log provides a
shortcut for entering and viewing Direct Reading
Water samples. - Direct Reading Water samples are also accessible
from the general sample list.
35Drinking Water Sampling Log
36Drinking Water Sampling Log
37Sample Search
- User can directly search for samples by Field
Sample or Lab Sample . - Field Sample is assigned automatically to all
samples by the system. - One Field Sample may be associated to multiple
Lab Samples. - Direct Reading samples will not have a Lab Sample
.
38Sample Search
39Sample Search
40Sample Log
- The Sample Log allow the user to query samples
based on ownership and current status. - One location (and associated samples) may be
owned by more than one Program Office.
41Sample Log
42General Sample Information
- All samples have an associated location and
responsible IH. - Lab Samples have Lab Information and Chain of
Custody Information. - Note that Direct Reading Water samples can be
accessed both by the detailed form and by the
abbreviated form.
43General Sample Information
44Location
- Location can be a point location or a polygon
location. - Coordinates have a configurable datum.
- Lat / Long can be entered and displayed in
degrees / minutes / seconds or in decimal
degrees. - A polygon location is represented by a series of
coordinates.

47Comprehensive Health Surveillance
48What is Comprehensive Military Health
Surveillance?
- Health surveillance conducted throughout Service
members military careers, across all duty
locations, and encompassing risk, intervention,
and outcome data. Such surveillance is essential
to the evaluation, planning, and implementation
of public health practice and prevention and must
be closely integrated with the timely
dissemination of information to those who can act
upon it. (DOD Directive 6490.2)
49What is Health Surveillance?
- The regular or repeated collection, analysis,
and interpretation of health-related data and the
dissemination of information to monitor the
health of a population and to identify potential
risks to health, thereby enabling timely
interventions to prevent, treat, or control
disease and injury. It includes occupational and
environmental health surveillance (OEHS) and
medical surveillance. (DOD Directive 6490.2)
50What is Medical Surveillance?
- The ongoing, systematic collection, analysis,
and interpretation of data derived from instances
of medical care or medical evaluation, and the
reporting of population-based information for
characterizing and countering threats to a
populations health, well-being, and
performance. (DOD Directive 6490.2)
51What is Occupational and Environmental Health
Surveillance?
- The regular or repeated collection, analysis,
archiving, interpretation and dissemination of
environmental health-related data for monitoring
the health of, or potential health hazard impact
on, a population and individual personnel, and
for intervening in a timely manner to prevent,
treat, or control the occurrence of disease or
injury when determined necessary. (DOD
Directive 6490.2)
