2Conception of safety
- Safety is the notion when the risk of causing
harm to a person or property is reduced and
supported at acceptable or lower level due to
continuous process of danger and risk management
3ICAO requirements
- ICAO differentiates between Flight Safety
Maintenance Program and Flight Safety Management
System - State Flight Safety Program is a complex of
measures and regulations aimed to increase flight
safety level -
- It is necessary to have Flight Safety Management
System - for complex carrying out of measures and
regulations presented in State Flight Safety
Program
4Flight Safety Management System (FSMS)
- Organized approach to safety management covering
particularly organization structures,responsibilit
y, policy and procedures - Regulated organizations are responsible for
carrying out of FSMS. - States are responsible for adoption and control
over FSMS of regulated organizations
