3Basic facts
- Rail connectivity is very important for
development - Orissa is at the bottom of most parameters in
India and its KBK and adivasi districts are the
most backward in the country. - Indian Railways makes a lot of its revenue and
profit from Orissa (about 3000 crores/yr) - ECOR (Bhubaneswar HQ, Sambalpur, Khurda Rd,
Vizag), SECR (Bilaspur HQ Div, Nagpur, Raipur)
and SER (Kolkata HQ, Adra, CKP, KGP, Ranchi, but
includes a lot of Orissa) include Orissa. - By mostly transporting minerals
- But spends only about 1000 crores/yr on new
lines, gauge conversion, and doubling - As a result rail density is among the lowest in
states like Chhatisgarh and Orissa especially in
its backward, tribal, maoist infested areas. - In essence
- Indian Railways continues be an exploiter of
Orissa and Chhatisgarh and partly responsible for
the backwardness of many districts of Orissa such
as KBK - This exploitation of Orissa and Chhatisgarh by IR
must STOP! - IR must not take from the poor (Orissa) and give
to the rich. - It must spend all its profit from Orissa in
Orissa until Orissa is at par with the country. - It is a lie that IR only does profitable lines

(27), Gujarat (26.9) and Jharkhand (24.3). - Among the major states outside Northeast and
Jammu and Kashmir the lowest rail density is in

Karnataka (15.5), Madhya Pradesh (15.9),
Rajasthan (17), Maharashtra (17.9), Goa (18.6)

- Orissa is so behind
- Can not even think of metro rail and circular
rail - Metro rails are being planned all over the
country - First two dedicated freight corridors do not pass
through Orissa - None of the high-speed corridors that have been
talked about pass through Orissa. - Summary Despite the proposed PPP built linkages,
and two short gauge conversions, Orissa may
actually drastically fall behind in rail density. - Conclusion KBK and Adivasi area Connectivity
must be finished during the 11th plan under
whatever scheme.
11Delay in Khurda Rd Balangir
- Approved by Planning Commission -1993 Cost
estimate 700 crores - 1993-2007 88 crores 2008-2009 32 crores
Remaining 580 crores - Annual allocation is less than inflation So at
this rate it will never finish - ECORs recent statement on June 17 2008 Khurda
Road-Bolangir New Line Project sanctioned at a
cost of Rs. 700.00 crores (Approx) is poised for
continued progress. The Phase-I of the project
(For 36 Kms) has been sanctioned by the Ministry
at a cost of Rs. 69.98 crores. The East Coast
Railway Construction Organisation has almost
completed the land acquisition and earth work for
phase-I of the project. Some bridges have also
been completed in this portion. In rest of the
section, the land acquisition work has already
been taken up in Khurda, Nayagarh and Bolangir
districts. This year (2008-09), Rs. 32.00 crores
of funds have been allotted for various works
which are in progress in this project. Detailed
estimate of Phase-II of the project is also under
consideration of Railway Board. It is also likely
that more funds may be allotted to this project
if the problems of land acquisition, forestry
clearance and law order do not hamper the
progress and pace of work. It may also be
mentioned that for such social oriented projects,
the financial participation by State Government
other Agencies would also act as catalyst in
speeding up the completion of this project in
less time.

area rail sampark yojana proposed in 2004 Rail
budget by the then Rail Minister Nitish Kumar) - Declare them as National projects on the ground
that these areas are also a kind of frontier and
serve strategic interests. - Make ECOR an independent unit like Konkan Railway
- Let ECOR figure out how to manage its business
and still make profit. - Vizag wants out of ECOR
- Let the AP part of ECOR go out
- In return add the Orissa portion of SER as well
as Orissa portion of SE Central

- Rishikesh-Karnprayag (125 km long and would
require a sum of roughly Rs 2,000 crore for
construction) no survey yet - and get both the routes declared as National
Projects. - Both these links are expected to improve
connectivity to the Garhwal and Kumaon regions of
the state.

to access? - Which district clusters of India are among the
most backward? - Way backward than J K and Northeast.

huge tribal population? - Which other district clusters of India have
extremist groups? - Which other district clusters of India have dense
forests and are hard to access - The cluster of districts consisting of
- KBK districts in Orissa
- Adjacent districts in Andhra Pradesh
- Adjacent districts in Chhattisgarh
- These district clusters are much far from the
mainstream India than most of Northeast and Jammu
and Kashmir. - Ironically the KBK and surrounding districts are
rich in minerals and railways earns a lot of
revenue from transporting minerals from those
locations - Most lines are dangling and unfinished and not
properly connected and have minimal passenger
services.
24KBK Statistics
- KBK districts are the most backward districts in
Orissa as well as India. - Population below the poverty line in southern
Orissa (of which KBK is a part) is reported to be
89.17 of the people according to the 1999-2000
NSS data and 72 of the families according to the
1997 census. - The literacy rates in the KBK districts are
abysmally low. - Malkangiri 31.26, Nabarangpur 34.26, Rayagada
35.61, Koraput 36.2, Nuapada 42.29, Kalahandi
46.2, Balangir 54.93, Sonepur 64.07. Two
adjacent districts also have low literacy
Gajapati 41.73 and Kandhamala 52.95. The state
average is 63.1. - The tribal population percentage of the KBK
districts are as follows - Malkangiri 58.36 (19.96 SC), Rayagada 56.04
(14.28 SC), Nabarangpur 55.27 (15.09 SC),
Koraput 50.67 (13.41 SC), Nuapada 35.95
(13.09 SC), Kalahandi 28.88 (17.01 SC),
Sonepur 22.11 (9.5 SC), Balangir 22.06
(15.39 SC). - Two adjacent districts also have high tribal
population. They are Kandhamala 51.51 (18.21
SC) and Gajapati 47.88 (8.77 SC) - Tirbal percentage of Mayurbhanj is 57.87 and
Sundergarh is 50.74.
25KBK districts among the most backward
- In the book District Level Deprivation in the
New Millenium Bibek Debroy of Rajiv Gandhi
Institute for Contemporary Studies and Laveesh
Bhandari of Indicus Analytics use the six
indicators income poverty (poverty ratios),
hunger, infant mortality rate, immunization,
literacy rate and enrollment ratios to come up
with a list of 69 backward districts in India. - They use the notion that a district is backward
if it is in the bottom 25 percentile in at least
four of the six indicators. - In their list of 69 backward districts there are
10 districts from Orissa. - Balangir, Kalahandi, Koraput, Nawrangpur,
Nuapada, Rayagada, Gajapati, Kandhamala,
Mayurbhanj, and Sundergarh. - Of these the first six are in KBK, the next two
are adjacent to KBK, i.e., in KBK.
26Planning Commission and others on backwardness
and Railways
- Planning Commission in its report comparing the
development status of economic infrastructure of
Orissa, especially the KBK region, vis-a-vis the
country says - "Railways have always played an important role in
the economic development and rapid social
transformation in all parts of the globe. - It is one of the key economic infrastructures.
- However, it is most unfortunate that in a poor
and backward state like Orissa, development of
rail networks has received much less attention of
the Central government in the post-independence
period." - Similarly in analyzing the 69 backward districts
of India Bibek Debroy and Laveesh Bhandari say - "Rail network is significantly less dense in the
backward districts (with the exception of
Northern Bihar), - and even the parts that are connected may not
have frequent trains serving those locations."

- Parlakhemundi, the district headquarter of
Gajapati will be on Broad gauge rail and will be
305 kms from Bhubaneswar (the state capital). - Sonepur, the district HQ of Sonepur district will
be on Broad gauge rail and will be 259 kms from
Bhubaneswar (the state capital). - Boudh, the district HQ of Boudha district will be
on Broad gauge and will be 217 kms from
Bhubaneswar (the state capital). - Nayagarha, the district HQ of Nayagarha district
will be on Broad gauge and will be 84 kms from
Bhubaneswar (the state capital). - Bhawanipatna, the district HQ of Kalahandi
district will be on Broad gauge and will be 450
kms from Bhubaneswar via Balangir and 504 kms
from Bhubaneswar (the state capital) via Gunupur.
- I.e. 5 district head quarters will now be
connected to the broad gauge and all of them will
be within half a day from the state capital.

reduced by the proposed Baragarh Rd Nawapara Rd
line) - Rayagada, the district HQ of Rayagada district
will now be 419 kms from Bhubaneswar instead of
the current 502 kms. - Koraput, the district HQ of Koraput district will
now be 573 kms from Bhubaneswar instead of the
current 676 kms. - Titlagarh, a major junction will now be 373 kms
from Bhubaneswar instead of the current 461 kms. - 2 district HQs (Nawapara and Rayagada) will now
be within half a day distance from the state
capital.

adequate number of people from tribal and

districts in Andhra Pradesh and Chhattisgarh are
the other frontier of India - among the most backward, inaccessible, tribal,
extremist infested, and the farthest away from
mainstream India - Railways must connect these areas during the 11th
plan in whatever way possible. In particular, - Khurda Rd Balangir

- Lanjigarh Rd Bhawanipatna-Junagarh-Nabrangpur-Jey
