• Complete PART 2 section which is called
  IDENTIFYING INFORMATION and choose the option
  that best describes your situation. If you are a
  foreigner or a Mexican living in Mexico select
  the INTERNATIONAL RESIDENTS option and then
  select MEXICO. Type in your IFE (voting card)
  folio number if you are Mexican or your
  international ID number if you are a foreigner.

• Complete the ADDITIONAL BACKGROUND section and
  then click on the CONTINUE button.
• Create your username and password (PART 3) and
  then click on the CONTINUE button.
