CCIF Funding
  • FY05 appropriation was 25M 25M supplemental
  • 49.8M expended
  • FY06 appropriation was 25M requested
    additional 25M
  • To get CCIFs approved, COCOMs must provide
  • Programs that deliver maximum effect to
    warfighters
  • Provide for an emergent or unforeseen issue
  • Not previously funded by CCIF
  • Not an Unfunded Requirement
  • All expenses must be OM
  • After CCIFs are approved, COCOMs must report
    results to CJCS

SMEB Process Changes
  • Rules have changed from old DODD (C-5030.43) to
    NSPD - 42, 26 Jan 2005
  • Upcoming DODI requires SMEB when
  • PSA
  • 500 or more deploying from CONUS
  • Large scale
  • Attention by the media / public
  • COCOM concerns
  • Eliminates potential to blindside leadership
