Post Board Scrub
  • Board Screening is conducted per SECNAV direction
    in support of Exemplary Conduct certification
    requirement.
  • SECNAV Memo of 30 June 2000 directs NAVIG to
    conduct post-board screening of active and
    reserve officers selected for promotion.
  • CNPC Memo of April 2009 directs PERS 8 to screen
    administrative officer and Chief Petty Officer
    boards.

Board Screening
  • Statutory officer promotion boards monthly
    promotion NAVADMINs are scrubbed for adverse
    information
  • Post-Board screen is conducted through local
    databases, Navy IG, NCIS, DONCAF
  • Once board results are released, NAVIG
    continually monitors officers in a select status
    and notifies Pers-833 of any newly reported
    cases. Pers-833 delays officers as required.

Post-Board Scrub Process Overview
  • The screening will consist of a review of the
    PERS 83 databases for adverse information on
    selected officers or enlisted personnel including
  • recently reported adverse information,
  • personnel who have security clearance
    eligibility issues, and
  • adverse information on personnel who have been
    previously screened.

Promotion Withhold versus Delay
  • Withhold
  • Occurs prior to Senate confirmation or SECDEF
    appointment. The officers name does not go on
    the scroll or the ALNAV. As a general rule,
    withhold cases can be processed faster than
    delays because the adverse material already
    exists and has been adjudicated.
  • Delay
  • Occurs after an officers name has been submitted
    via the scroll and approved by higher
    authority. As a general rule, delay cases take
    longer to process since we are required to wait
    until all administrative proceedings are
    completed.
