Note Virtual Providers should be tied to /
defined by communities of CONSUMERS because the
goal is consistency across a federation of
consumers. Provider data sources should be
allowed (encouraged?!) to be inconsistent in
order to achieve highest possible fidelity.

  • Identify historical scenarios that provide
    relevant conditions
  • Develop the Integrated Environment Representation
  • Distribute through Common Open Services for
    Integrated Natural Environment (COSINE)
  • Create and distribute the consistent individual
    views/products of the Environment
    Representation
  • Identify all views/products required by each
    participant
  • Develop consistent views/products for the C4I,
    Control Group, and Simulation domains (for
    example)
  • Provide efficient runtime distribution with
    injection of data effects
