  • IMO identifies Bulk Power System
  • IMO assumes no facilities are bulk
  • Apply NPCC contingencies throughout the ICG and

    that can have a significant adverse impact
    outside the local area

    understood and restricted to a clearly defined
    set of facilities on the ICG.
