SCA Evaluation Meets Statutory and Regulatory
Requirements
  • Statute 22-2C-4.1, NMSA 1978 specifies that PED
    shall approve SCAs now used for grades 9 and 10.
  • NMAC 6.19.7.8, specifies that PED shall approve
    SCAs, and it outlines some criteria

How Does the Process Work?
  1. Review Short-Cycle Assessment Evaluation
    Guidebook. Follow the link to http//www.ped.stat
    e.nm.us/AssessmentAccountability/AssessmentEvaluat
    ion/index.html
  2. Complete Required Forms.
  3. Collect Evidence Documents.
  4. Complete Evaluation Rubric (Excel Spreadsheet).
  5. Submit Completed Rubric, Evidence, and Forms on
    the Monitoring Web Tool.

Who Should Complete the Evaluation Rubric and
Submit Evidence?
  1. District Test Coordinators or a designee. Charter
    School Test Coordinators if using a different SCA
    than district, test coordinators at State charter
    schools and State education institutions.
  2. When multiple districts share an SCA, districts
    should select a Lead District for Analysis to
    complete the technical section.

All Districts Do Functional Requirements
  • Every district, including Lead Districts for
    Analysis, complete the rubric and submit evidence
    on functional requirements.
  • All districts submit SCA Mean Scale Score,
    Standard Deviation, and student count.

SCAs Are Evaluated on Technical and Functional
Quality
  • The SCA Evaluation Rubric specifies functional
    criteria for approval
  • Assessment administered three times a year
  • Administered with approved accommodations
  • Reports useful and timely

SCA Mean Scale Score and Standard Deviation
  • Every district submits Mean Scale Score, Standard
    Deviation, and Student Count.
  • Reading/Language Arts and Math.
  • SCA in kindergarten and grades 1 through 3.
  • Directions in Guidebook and Excel spreadsheet.
