  • Resolution RAST 10/1 (2001)
  • Identifies public safety and disaster relief as a
    high interest subject
  • Resolution GSC 8/1 (2003)
  • Concludes that it is important for PSOs,
    authorities and/or organizations providing
    emergency services in countries across the world
    to continue to collaborate in the development of
    technical standards

Resolution 646 (WRC-03)Public Protection and
Disaster Relief
  • Resolution 646 (WRC-03) considers that
  • Many future applications will be wideband
    (indicative data rates in the order of 384-500
    kbit/s) and/or broadband (indicative data rates
    in the order of 1-100 Mbit/s)
  • New technologies for wideband and broadband
    public protection and disaster relief
    applications are being developed in various
    standards organizations (for example, a joint
    standardizations programme between ETSI and TIA,
    know as Project MESA)

Public Safety Requirements
  • Future requirements for public safety
    communications will include
  • wideband applications (eg. wireless transmission
    of large blocks of data, video)
  • broadband applications (eg. high-speed data, high
    quality digital real time video and multimedia)
  • PS requirements include the need for lower cost
    of equipment, services and interoperability

The Interoperability Challenge
  • Several key issue areas must be addressed before
    interoperability can become a reality
  • GSC can help address one piece of the puzzle
    standards

Proposal
  • Adopt a new GSC Resolution resolving to
  • Encourage PSOs to develop standards for new
    terrestrial wireless digital wideband
    communications (voice and data) for public safety
    in the 764-806 MHz band
  • Encourage agreement among SDOs and users on which
    standard is appropriate (based on existing
    commercial equipment or a new PS standard) for
    broadband communications in the 4940-4990 MHz band
