Findings
  • Class A, LPTV and TV translator stations must
    ultimately convert to digital
  • FCC has discretion to set separate analog
    transmission end-date for these stations
  • Less disruptive to set date some fixed time after
    the deadline for full-service stations
  • Will consider establishing a transition deadline
    in the FCCs 3rd DTV periodic review proceeding,
    unless preempted by Congressional action

  • Freeze was imposed in order to develop a channel
    election and repacking process to assign DTV

    stations.
