  amount of data over a period of time
• Bandwidth Throttling intentional slowing of
  internet services

• 2008 Comcast 250GB limit for residential plans
• 2010 Verizon, T-Mobile, ATT stopped offering
  unlimited mobile data plans

• Bandwidth usage increasing dramatically while
  costs are falling
• Stifles competition and innovation
• Data caps do not address the issue of network
  congestion
• Profits for cable companies and ISPs are
  skyrocketing
