• Energy not used
• The most cost-efficient above all others
  implementing energy saving measures when
  buildings undergo major renovation.
• Position of FIEC 01.10.2008 this activity must
  be promoted as an absolute potential !

What is most affordable which implies the
followingbefore implementing any measures to
save energy

• Economies in space heating and cooling through
  better insulation
• High efficiency boilers and air-conditioning
  units for heating/cooling and water heating
• Smart metering of electrical energy use
• Energy efficiency lighting and appliances
• Installation of renewable energy solutions.

Legal framework in Bulgaria

• Energy Efficiency Act, enforced since March 5th
  2004, new law, effective 14.11.2008
• National Energy Efficiency Strategy, adopted by
  Council of Ministers 11.05.2002
• Ministry of Regional Development and Public Works
  - National Building and Housing Strategy,
  containing a separate Program for renovation of
  multi-family large panel residential buildings in
  the country
