Automotive Recycling - from Recyclers point of
view
European Group of Automotive Recycling
Associations ? Umbrella association for
national associations ? 12 years old ? Norway,
Finland, Sweden, Denmark, UK, Ireland
Netherlands, Switzerland, Austria, France,
Spain, Poland ? 2.500 dismantlers - 2 mill.
elvs ? Involved in the creation of the directive

Automotive Recycling - from Recyclers point of
view
Why a directive? ? Europa has a waste
problem ? Per year 12 mill. Elvs 10 mill.
tons of waste ? 25 is hazardous
waste ? Voluntary agreements insufficient ? Prin
ciple of harmonisation and subsidiarity Result
Directive EEC/2000/53 implemented 21.04.2002

Automotive Recycling - from Recyclers point of
view
The objectives of the directive ? Prevention
- ban on certain materials - design for
dismantling and reuse/recycling
? Colletion - set up collection
systems ? Treatment - authorised
facilities - reuse and recycling targets

Automotive Recycling - from Recyclers point of
view
How to achieve the targets? ? Post-shredder
technologies? - still under development -
will not solve the problems on their own
? Network of locally based dismantlers
needed - they perform the necessary
pre-sorting ? Stimulation of re-use is
essential - re-use is environment friendly

Automotive Recycling - from Recyclers point of
view
Stimulating re-use ? Control and
test-procedures - no safety or environment
hazards - preferably in a certified system
? Minimum certification standards - will be
published soon - must be accompanied with fair
conditions

Automotive Recycling - from Recyclers point of
view
EGARA - opinon EGARA stresses that, the
natural delivery point for elvs are
dismantlers since Dismantlers are locally
based and therefore easily accessible for the
car-owners         Only dismantlers have the
unique competence required in order to decide
whether a received elv, after de- pollution, is
suitable for disassembling into re-useable spare
parts

Automotive Recycling - from Recyclers point of
view
EGARA - opinon Dismantlers undertake the
necessary pre- sorting of materials that, with
current shredder- technologies, ensures that an
optimal degree of recycling is possible.
If elvs go directly to shredders, optimal re-use
cannot be ensured, and recycling will get
priority over re-use, which is not the intention
of the directive
