Constitution 2007 (Section 135)
empower the 2 Houses to select and appoint
persons (being or not being its members) to
constitute committees in order to perform any
act, inquiring into or study any matter within
the powers and duties of the House and report its
findings to the House.

The Committees are groups of people accredited by
the parliament to perform their important duties
based on considering laws or any matters under
the Parliaments authority and report their
findings to the Parliament.
Definition of the Committee

The National assembly has to be responsible for
several subject matters with limitation of
time. Both the House of Representatives and the
Senate have power to constitutes committees in
order to perform any act, inquiring into or study
any matter within the powers and duties of the
Houses and report its findings to the Houses

There are 6 types of Committees namely
Standing Committee, Ad Hoc Committee, the
Joint Committee, the Whole House
Committee, the Both House Joint Committee, and
the Committee under the Constitution Section

appointed solely from members of the House of
Representatives and shall be in proportion to (or
in close proportion to) the number of members of
the House of Representatives of each political
party or group of political parties in the House

The Standing Committee has the power to select
and appoint persons, being or not being its
members, to constitute Sub-Committees in order to
perform any act, inquire into or study any matter
within the powers and duties of the Committee and
report its findings to the Committee. The number
of a Sub-Committees members There are10 members
of a Sub-Committee appointed from members and
non-members of the Standing Committee.

The Bureaus of Committee - Handling secretarial
and general clerical affairs during the meetings
of the Standing Committees, the Ad Hoc
Committees, the Joint Committees (members and
non members of the National Assembly) and Joint
Committees of the National Assembly (senators
and representatives) in considering Bills,
investigating and studying particular/ specific
issues. - Following up resolutions of the
Committees to produce reports and to confirm the
resolutions of the Committees to the House of
Representatives, the National Assembly,
concerning agencies and persons whose affairs are
related to the responsible of the Bureaus
Committees. - Organizing seminars, conducting
referenda and arranging study tours on the
matters which are related to the responsibility
of the Bureaus Committees.

    outside the country, and writing reports on the
    study tours.

2. Supporting the Meeting of the Ad Hoc
Committee. 2.1 Preparation before the

1. Considering Organic Law Bills or drafting
Organic Law Bills. 2. Investigation, study and
consideration about any subject matters under its
authority and report its findings to the House of
Representatives. 3. Issue an order demanding
documents from any person or summoning any person
to give statement of fact or opinions on the act
undertaken or on the matter under its inquiry or
study, and such order shall have a binding force
as provided by law. 4. Other authorities which
support the work of the Committee.

Under the Constitution Section 135 in the second
paragraph mention The committee under paragraph
one has the power to issue an order demanding
documents from any person or summoning any person
to give statement of fact or opinions on the act
undertaken or on the matter under its inquiry or
study, and such order shall have a binding force
as provided by law, ..
The above-mentioned law is an Organic Law which
has promulgated on 9th May 2011. (The Law begins
to bind one day from the date of promulgation) It
has penalties and prison terms for any person who
does not follow the summons.
