NASA use of ICOP scheme
  • Background 
  • Several NASA requirements documents have been
    published for the purpose of providing NASA
    Headquarters insight into NASA Field Centers,
    NASA Major Primes, and NASAs Sub-Tier Suppliers.
  • The process for oversight in the Sub-Tier
    Supplier is additionally clarified in a
    Memorandum of Agreement (MOA) that implements the
    NASA Joint Audit Planning Committee. This MOA
    establishes an integrated schedule and addresses
    team membership and methods of operation for the
    conduct of the audits of these Sub-Tier
    Suppliers.
  • NASA requirement documents encourages the use of
    the 3rd party scheme where appropriate.

  • Budget impact on NASA activities (Need to focus
    on ROI)
  • Impact on 2nd party audits (NASA Primes)
  • More dependent than ever on the 3rd party scheme
  • JAPC to supplement Office visits for at risk CBs
    and Witness Audits of NASA Key Suppliers.
  • JAPC to conduct Supplemental Oversight where
    deemed appropriate
  • JAPC to continue with risk based 2nd party audits
  • Impacts of Commercial Space evolution (Space Act
    Agreements vs Contracts)

NASA use of ICOP scheme
  • Significant issues as NASA initiates development
    of the Heavy Lift launcher.
  • Concerns at GAO on cost overruns and slipped
    delivery dates (MDA has an approach)
  • DCMA intends to get back involved with scheme
    (RMC, Space Forum)
  • Significant issues with transition schedule and
    impacts of extension?
  • Concerns about variability in 3rd audit conduct
  • Encourages use of OASIS as tool
  • Several JAPC auditors will be trained on Office,
    Witness and Supplemental Audits

Joint Audit Planning Committee (JAPC) Specifics
  • Only one 2nd party audit conducted under JAPC
    this past year (Transition of supply base)
  • JAPC will work with RMC to schedule participation
    in Office and Witness Audits
  • As a consequence of a CB exceeding 5 triggers and
    being asked for a corrective action plan to the
    RMC the JAPC will conduct a supplemental
    oversight audit in conjunction with any JAPC 2nd
    party audit scheduled during the following year.
