  • The National Strategy for Mental Health needs to
    be restructured in order to take account of new
    models for the management of mental health
    disorders and disabilities such as the Expanded
    Chronic Care Model.
  • An Overall Regulatory Framework needs to be
    established whereby Community Based Services are
    defined and processes and pathways are analyzed
    the roles and responsibilities amongst various
    stakeholders are elaborated coordination and
    cooperation arrangements amongst intrasectoral
    and intersectoral stakeholders are set based on
    existing legislation Budget planning, pricing
    and reimbursement mechanisms of CBS are put into
    place Monitoring and evaluation mechanisms for
    the provision of services as well as indicators
    (input, process and outcome) for the reform
    process are set.
  • Incentives, mainly of financial nature (earmarked
    transfers from the state, shift of funds from
    institutions to community based services,
    exploitation of premises land and buildings
    where possible) should be offered from the
    central government to local governments in order
    to support the development of CBS.
  • Capacity Building of Professionals in Community
    Psychiatry and Management of CBS at local level
    through accredited training programmes.
  • Public Awareness and Sensitization Campaigns for
    the general public should be implemented as part
    of the restructured National Strategy.
  • The development and operation of mental health
    specific NGOs, Patient Advocacy Groups, Carers
    Associations should be encouraged as well as
    their accreditation.
