NADBank for rehabilitation of collection lines

Existing Water Production and Distribution System
- Production
- Existing system consists of 2 production wells
owned by Town of Patagonia - Additionally, 27 private wells serving 197-233
people. - Distribution
- System operated and maintained by Town of
Patagonia - Approximately 32,000 lf of pipe
- 8-inch transmission main delivers water 1.25
miles from storage reservoirs - Approximately 703 people served through 383
connections. - Storage
- The Town of Patagonia operates and maintains two
storage reservoirs - Improvements to Reservoir No. 1 performed
concurrently with construction of Reservoir No. 2
in 1994.

Water System Deficiencies
- Production
- Several private wells within the town limits have
dried leaving residents without a reliable water
source - One private well has exhibited high levels of
nitrates and the presence of coliform - Vandalism to the well heads
- Elevation of Towns wells within 100 year flood
plain - Well No. 1 does not have a chlorine alarm system
- Telemetery appears inadequate.
- Distribution
- Inadequate looping results in lower pressures
- Inadequate line sizes and fire protection
throughout the Town - Numerous inoperable valves resulting in inability
to isolate the system - Transmission main to the reservoir is
deteriorated - Pressure regulators at each meter results in high
maintenance - 2-inch line extensions in North Gringo Road have
exhibited numerous line breaks - 6-inch extension along Harshaw Road not approved
by ADEQ - Low water pressure observed in southern half of
Towns water system. - Storage

Proposed Water System Improvements
- Evaluation and inspection of the existing system
will assist in selecting and implementing the
necessary improvement to include the following
possible alternatives - Production
- Determine feasibility of serving customers
currently on private wells - Replace wellheads to reduce vandalism
- Elevate wells above 100 year flood plain
- Install chlorine alarm system at Well No. 1 and
upgrade telemetery system. - Distribution
- Replacement of deteriorated 8-inch transmission
main to reservoir - Replacement of distribution system piping, valves
and fire hydrants - Install a central pressure reducing station and
eliminate individual regulators at meter - Replace 2-inch line extensions
- Correct ADEQ deficiencies for use of 4-inch line
along Harshaw Road - Determine source of low water pressure in
southern half of town. - Storage
- Verify that capacity of reservoirs is sufficient.

- Presence of coliform resulted in issuance of of a
Public Notice. Source most likely attributed to
a malfunctioning chlorinator - Presence of nitrates and total coliform in
private wells indicate possible contamination of
groundwater source - 9 of 27 private wells, serving 76 residents, have
reported insufficient or no production - Production observed to fluctuate with
precipitation with notable decrease during
drought.

Compliance with Environmental Norms Regulations
- Water System
- March 2002 Patagonia issued a Public Notice for
presence of coliform. Source may be attributed to
a malfunctioning chlorinator - ADEQ issued notification addressing the
deficiencies observed in post-construction
inspection of 4-inch water main along Harshaw
Road - Town of Patagonia has developed a Smaller
Community Environmental Protection Plan for
qualification of waivers in accordance with ADEQ
handbook. - Wastewater System
- Current improvements to satisfy forthcoming
nitrogen removal requirements.

- Obtain the hydrological data relative to the
Sonoita Creek watershed and the Towns wells - Describe the existing well production facilities
and identify the environmental and health risks
associated with the presence of coliform and
nitrates in both publicly and privately owned
wells - Describe the existing distribution system and
address the threatening impacts of inadequate
system looping and pipe deterioration - Document the enforceable regulatory standards
which require minimum system design criteria for
line sizing - Water conservation measure should be incorporated
in any future rate studies - Prepare for environmentally sensitive issues that
may arise.
14Sustainable Development Strategies
- Two stakeholder workshops to be conducted. The
baseline conditions report is complete - Demonstrate appropriate institutional capacities
- Obtain proper Grade II certification for water
system. -

- Government structure consist of a Mayor, four
Town Council members - Local organizations Chamber of Commerce,
Patagonia area business, the Patagonia Elementary
and High School Districts, Patagonias Womens
Club the Nature Conservancy Preserve and Santa

Socio-Economic Indicators
- Approximately 78.5 of the population, over the
