• No long term clarity on fund flows restricts
  planning options
• Overlap of CSS pre-dating RKVY duplication and
  reporting workload
• Clarity required on convergence with other
  development programmes
• Planning capacity at district level to be beefed
  up
• Overhead costs- 5 instead of 1

• Policy reform reserve 10 funds as incentive
