Observations/Problems/Concerns
  • Cost effectiveness of treatment facility if level
    of export is relatively low
  • Sourcing the necessary funding for establishment
    of treatment facilities
  • Convincing the private sector of the urgency of
    the situation
  • The use of MB in light of the phasing out
    schedule under the Montreal Protocol

Observations/Problems/Concerns
  • Concern of the private sector over the increased
    costs associated with the treatment
  • Concerns regarding the ability of some countries
    to adequately monitor the process especially when
    it becomes effective in their own countries.
  • Need for technical assistance to develop
    capabilities and financial assistance to set up
    treatment plants.

Observations/Problems/Concerns
  • Establishing strategically located treatment
    facilities within the region may be one way of
    addressing the problem.
  • Private sector entities should be encouraged to
    set up treatment facilities
  • Possible patent restriction on the design for
    some heat treatment facilities.
  • The use of plastic pallets is emerging in the
    banana industry

Overview of Jamaicas Status
  • Meetings with stakeholders began in early 2004
    and are on-going
  • Several press releases (the latest in December
    2004)
  • Existing MB fumigation facilities operated by the
    Plant Quarantine Unit will be used.

Overview of Jamaicas Status
  • A private manufacturer of pallets has set up a
    heat treatment plant on his premises.
  • A compliance agreement between the Ministry of
    Agriculture and this company for the operation
    the facility is in effect.
  • Heat treatment of pallets began in mid-2004. No
    fumigation of pallets has taken place to date.
  • Plant Quarantine inspectors regularly monitor the
    operation and keep copies of all records of
    treatment.

Overview of Jamaicas Status
  • Solid wood packaging material used extensively in
    exports from Jamaica
  • Banana, papaya, citrus, bottled drinks, beer,
    rum, coffee (in wooden barrels) and several other
    canned, processed and manufactured goods and
    products.
  • Jamaica exports products all over the world.
  • Jamaica intends to implement the standard for
    imports during the 2005/2006 financial year

FUMIGATION FACILITIES
  • PQ has two fumigation chambers in Kingston at the
    Export Complex. Capacity 4000 cu ft each
  • Tarpaulin fumigation is done at the Export
    Complex in Montego Bay.

CONCLUSION
  • There are still a lot of uncertainties regarding
    implementation of ISPM15.
  • Expectations are high that out of this workshop
    countries will have some more clarity on the
    subject.
