areas. This brochure gives a brief presentation
of the business area Command Control Systems
and some of its primary core competences.

systems Command Control Systems is one of
Combitechs business areas. It comprises about
one hundred experts with extensive experience of
advanced technical systems for air traffic
management, military command and control systems
and systems for civil security. Technical
challenges - part of our everyday

everyday operations, in which our knowledge is
put to the test in a constantly changing
technical environment. Our capabilities are
continually being put to the test in terms of
innovative thinking, determining new
relationships and taking developments a step

TEST VALIDATION
INTRODUCTION
Test and Validation makes the difference
between believing and knowing
Does the product reflect the requirements in
terms of functionality and quality? We have many
years experience of Test and Validation (TV) of
complex systems and systems of systems. Our
customers are to be found within both the
aviation and defence markets. The customers turn
to us for help to verify that they have received
what they ordered and to validate that the
deliveries perform satisfactorily in practice.
We offer competence, methods and aids that meet
the most demanding system requirements. Our
assignments range from TV of individual systems
to TV of interactive systems of systems in
complex function chains. This demands technical
and operational competence of the highest
level. During all the phases of a project we can
contribute with qualified competence and tools in
order, by means of TV, to guarantee that the
intended final result can be achieved. We carry
out our assignments as total obligations or the
strengthening of competence in the customers
organization, during the whole or parts of the
project.

It is the final result that counts! Todays
system solutions are nearly always based on
situations where several systems shall exchange
data with each other and at the same time also
exchange data with external systems. It is often
a case of different ages of systems and several
suppliers of systems where every supplier only
takes responsibility for his part. The customer
thereby has a great responsibility for ensuring
that the total system solution will function both
technically and operationally. With our different
services within TV the best prerequisites are
achieved to enable a well-functioning total

SAFETY MANAGEMENT
Continuous Safety Management during the entire
life cycle
The natural combination system safety and
deviation monitoring When buying, developing, or
operating safety-related or safety-critical
systems, safety is a key component. Safety is an
important factor during the entire system life
cycle, each phase requiring its own system
safety-related tasks. Initial system definition
requires definition of safety requirements and
system development focuses on building a safe
system. The transition phase requires special
attention to system usage, operational procedures
and training. During the operational phase, the
system safety aspect is monitored and
continuously evaluated against current safety
objectives. System changes are assessed from a
safety perspective in order to maintain a safe
system during the entire operational phase. Our
unique concept of working with both the system
safety services and deviation monitoring during
system operation is highly appreciated by our
customers. Why system safety analysis? The
purpose of system safety analysis is to fulfil
stated safety requirement and to develop and
provide a safe system. System safety assessment
in a key component in order to receive safety
endorsement and approval for operational usage of
the system. More than a decade of experience We
have worked with system safety since the early
nineties. Our main focus has been on military
command and control systems and air traffic
control

systems. Our system safety department has
extensive experience from military application to
civil aviation and railway. The department is one
of Swedens largest consultancy companies within
safety analysis. Our experiences are documented
in our handbook Safety 1st which is continually
updated. Our services aid both system developers
and system procurers. Examples of used standards
and methodologies are MIL-STD 882, SAM / ESARR
(EUROCONTROL), FAR/JAR, DO178B, Fault Tree
Analyses and FMECAs, CREAM (Cognitive
Reliability and Error Analysis Method)
etc. Deviation monitoring Deviation monitoring
is used to follow up incidents, failures and
corresponding corrective actions related to a
system. This ensures that all involved
individuals directly share relevant data, which
means that correct actions can be performed
faster. Analysis of monitored data gives
information to perform continuous system safety
activities throughout a system lifetime. DIUS is
our task and configuration handling system.
Deviation data is registered automatically or
manually via forms. It contains workflow
management to ensure handling of the tasks
according to defined processes. The report
generator summarizes information that can be
retrieved for system safety analysis.

SYSTEM DEVELOPMENT
System Development from vision to reality
Flexible component-based systems for the future
Advanced system development is one of our
specialities. We carry out system development
projects where high demands are placed on
function, user friendliness, safety, security and
low life cycle costs. Our customers are to be
found within the aviation area, defence and
industry. Customers with high demands on quality
and deliveries at agreed times. Our concept
within system development is to carry out total
obligations where we develop flexible
component-based systems that give our customers a
low lifetime cost and expandable systems. We
develop primarily in C and Java, but also have
knowledge in other software languages. We have
great experience in the use of Open Source, where
we have, for example, developed an Aeronautical
Information System entirely based on Open
Source. There are few areas that are developed at
the same rate as system development. We follow
the development both theoretically and
practically by continual training of our system
developers and investments in new aids and
methods. But we do not forget the heritage.
When our customers wish to modify or expand
previously supplied systems we still have the
knowledge and resources for new obligations

System development a firm basis for qualified
consultants. Many of our system developers have,
after a number of years, transferred to our
consultancy operations within Combitech. The
experience from building advanced systems for
customers with high demands is an excellent
school for future consultants. Through system
development projects the consultants have gained
practical experience of analysis, modelling,
design, software development, project management,
acceptance test, installation, commissioning,
maintenance and operation. With this background
we are a great asset for customers who need
consultants for procurements or the
implementation of complex IT systems where
theoretical knowledge in combination with broad
practical experience gives guarantees for very
qualified consultancy services.

BASIC DATA
Consistent Basic Data full functionality and
full system effect
What some call Initialization Data, Fundamental
Data or Reference Information ? we call Basic
Data. In Command Control systems of today a
large number of different types of basic
prerequisites are used that must be available,
must have a known quality and have identical
contents at a specific point of time. Examples of
such basic prerequisites are ? geographical
information ? airspace information ? communication
information ? installation definitions This
type of basic prerequisites is called Basic
Data. The fact that Basic Data is managed
correctly constitutes a prerequisite for advanced
Command Control systems to be able to achieve
full functionality and give full system effect,
both individually and in interactive respects. If
all Basic Data is not identical for all
interacting sub-systems the Command Control
function will be considerably limited by
erroneous results and uncertain function.

in the management and preparation of Basic Data.
This work includes ? Building and maintaining
specially adapted computer-based tools for Basic
Data production as well as configuration and case
management. ? Collecting, processing, compiling,
configuration handling, maintaining and
packaging Basic Data. ? Electronic documentation
of packaged basic data. ? Distribution of
packaged Basic Data. GIS/GIT By means of great
knowledge within geodetics and system development
we develop applications where geographical
information is one of the corner-stones. It can
concern intensive calculation analyses as well as
conversions between different coordinate systems
and geographical propagations. The focus in the
development is high quality, great customer
benefit, user-friendly- ness and close
cooperation with customers and users.

SYSTEM INTEGRATION
System Integration even technical systems are
stronger together
Higher performance to lower costs System
Integration ensures that all system parts work as
a whole. This can be achieved by integration of
stand-alone systems to one system or integration
of a single stand-alone system to an existing
system of systems. By systems integration our
customers are lowering their costs, achieving
higher performance, gaining flexibility, and
reducing the time from decision to an operational
system. The users get better ergonomics. Instead
of information spread on several displays and the
need for the manual transfer of data between the
systems, the users can retrieve all necessary
information in one display. Our systems
integration expertise has long experience of
implementing and integrating systems for Civil
Aviation, the Defence and Industries. We offer a
broad range of systems integration consulting and
technical services to help our customers to stay
competitive and to achieve a longer lifetime from
their investments. We have in-depth knowledge of
the necessary fusion of techno-logy, software
development frameworks, tools combined with
advanced program management and a comprehensive
methodology.

RANDIS System integration in practice System
integration can take place at different levels.
The simplest form guarantees that different
stand-alone systems can exchange data. With more
advanced system integration the operator can
retrieve all information from one client where
all the necessary inputs can be made. The server
can contain a number of program systems, or it is
possible to allocate the systems between
different servers. When we developed RANDIS
(Real time AIS information system) for Avinor a
central server was used with local servers at the
airports. The central server exchanged common
data with the local servers and the local servers
fetched data from local sensors and interfaces.
All information was collected, processed and made
available in the controllers clients. The
controller can, in his turn, exchange data
between the different clients in RANDIS, both
inside and outside the airport. With this system
solution the operator has access, in one and the
same display, to all requisite AIS information to
carry out his service instead of moving between a
number of displays and keyboards to retrieve and
send AIS information. This is an example of
system integration in practice where both the
customer and the user are winners.

System integration for Avinors NATCON
project The NATCON North project within Avinor
will introduce a new air traffic management
system at Bod? Air Traffic Control Centre and in
numerous local control towers. Combitech is
contracted to deliver technical and operational
consulting services, within the areas of system
test, procedure development and operator
training. Combitech will deliver consultancy
services for three different tasks ? Integration
and system level testing in the NATCON
integration laboratory at the ANS System
Development Centre at R?yken ? Training and
competence development activities for air traffic
controllers and air traffic management engineers
in Bod? AOR (area of responsibility)
? Producing the required operational and
technical procedures for an efficient and safe
operation of the systems in Bod? AOR This
system integration project involves large number
of people during a period of approximately 2
years where specialist knowledge is required
within several areas. Through our network of
partners, among others, Swedavia and Eltel, we
can offer Avinor sufficient capacity in order to
complete the project in time and with the
requisite expertise.
