FAA Focus on IFE Systems
  • Special certification review (SCR) of the IFE
system installed on model MD-11 airplane involved
    in accident (9/98)
  • SCR team recommendations include
  • Review other IFE systems approved by supplemental
type certificate (STC) to see if similar problems
    exist
  • Provide new/updated policy for Designated
Alteration Stations (DAS) and FAA oversight

3
Objectives of Current IFE System Activity
4
Objectives
  • Identify and correct safety issues
  • Improvements in safety
  • Aviation system is very safe
  • Vulnerabilities do exist
  • Develop necessary new/revised certification
    requirements, guidance and policy
  • Ensure understanding and standardized
    application of certification requirements,
    guidance and policy
  • Work in partnership with industry

5
FAA Review of IFE Systems
6
IFE System Reviews
  • FAA Aircraft Certification Service reviewed
    certain IFE systems
  • Approved by STC
  • Complex systems, 1992 present
  • Review conducted to a standardized set of review
    guidelines and questions

7
IFE Systems Review Results
  • Some concerns identified during the reviews
  • May not be able to shed IFE system power when
necessary without removing power from systems
that are required for continued safe flight and
    landing
  • Crew may not be able to remove power from IFE
system other than pulling circuit breakers
  • Crew procedures may have been impacted by IFE
    system installation but not revised

9
IFE Certification Issues
  • Specific IFE system certification concerns
    include
  • Integration of IFE system into existing type
    design
  • Source of power
  • Means to remove power
  • Seat mounted IFE equipment
  • Type design data (i.e. 14 CFR part 21.31)
  • Field approvals (FAA Form 337)

10
In-seat Power Supply System
  • ISPSS certification policy
  • In development
  • FAA/JAA harmonization
