  • Chief of FMWRC Corporate Sponsorship Office and
    their lawyers support and understand DoD rules

  • They support the on-base FIs
  • This partnership along with IMCOM will help us
    identify and resolve solicitation/sponsorship
    issues (i.e., IHG Hotels and ATMs)
  • Conducted reviews (legal) of cards and marketing
    materials used/distributed during drawings at
    sponsored events if materials are in question
    obtain a copy and submit to BLO/CULO
  • Reports of possible issues should be immediately
    reported to the BLO/CULO and sponsorship
    coordinator

  • Base Closure All existing FIs cease operations

  • Geographically Separated first right of refusal
    goes to FI on that base then to all authorized
    FIs (if necessary)
  • Co-located all approved FIs are solicited to
    provide new requests for financial services or
    products
  • Maintain only one BLO/CULO appointed by the base
    commander

  • No FI on-base Do not automatically transfer
    with the agency Garrison Commander must request
    service

  • Base Access
  • DoD ID Card Policy and DFAS are working on
    standardize guidance for access procedures
  • There should be one base access policy for all
    on-base FIs
  • FIs should not have to pay for base access
  • Research demonstrates the procedures and
    credentials are different at every base
  • Most bases provide some vehicle decal for access
  • Bases use various access systems (i.e., Rapid
    Gate) across the Army
  • DoDFMR should be revised to include base access
    provisions

  • Outside vendor requested to provide ATMs to
    on-base lodging facilities (12 Installations)
    ceased operations
  • Fort Detrick There was an Annex realigned to
    the Garrison CU on the Annex was grandfathered
  • Fort Meade
  • Commander received a request to continue
    providing support to a an agency that transferred
    to the base with an existing FI
  • Financial counselor worked with CU to have NSF
    fees reversed
  • Fort Belvoir 2008, waiver request for 1000.11
    exception, not supported by Army and OSD 2010
    request for a review and the original 2008
    decision was upheld by Army
  • Fort McCoy ATM in operation was not provided by
    the on-base FI upon review, the CU declined to
    provide service
  • Schofield Commander approved ATM construction
    by CU contractor versus DPW significant cost
    savings achieved
