2Focus of Review RBS Plans
- RBS Plans Submitted by Each Demo Site
- Voluntary Agreement describes the RBS plan in
detail and includes signatures of the directors
of the public and private agencies who are
committed to participate in it. - Funding Model explains how the demonstration
site will pay for the new approach, including its
use of flexible state AFDC-FC funding, as well as
other sources that might be used, while
maintaining cost neutrality. - Waiver Requests outlines changes in the rules
related to funding, licensing and regulation that
will be needed to implement the new model.

3Purpose of the RBS Plan Review
- WHAT IT IS
- a way to ensure Plans address the minimum
requirements established for RBS reform, as
outlined in AB 1453 and the framework document - a way to determine Plans are a reasonable test of
alternative program and funding models to test
during the demonstration phase - WHAT IT ISNT
- an endorsement of the plans overall design and
approach - a judgment about whether or not the plan will work

5How Will Information Be Collected
- Reviewers will receive RBS Plan by e-mail
- Included will be link to online Review Tool
- Those who need hard copy (Word document) can
request it from Megan Stout - Reviewers have 3 weeks from receipt of RBS Plan
to complete Review Tool - Reviews will be collated and summary reports
generated by Implementation Leadership Team (ILT) - RBS CDSS Consultants will provide feedback to
demonstration sites
