II. Directions and response by Government of
Vietnam
  • 12/8 chairman of National Assembly paid a
    direction visit to Lao Cai province.
  • 11/8 Deputy Prime Minister Mr. Hoang Trung Hai
    lead a meeting with CCFSC NCSR.
  • The Prime Minister issued numbers of official
    letters (9/8 11/8) to ministries, provinces for
    response and relief direction.
  • 13/8 Deputy Prime Minister Mr. Truong Vinh
    Trong lead a mission (MARD, other Ministries) to
    Phu Tho, Yen Bai, Lao Cai, Tuyen Quang and Ha
    Giang for direction of disaster relief and
    recovery

  • CCFSC sent urgent letters to CFSCs of affected
    provinces.
  • A mission by Chairman of CCFSC to Yen Bai Lao
    Cai.
  • MOH sent urgent letter to provincial DOH to
    request for 24/24h duty.
  • MARD and High Command of Border Guard cooperated
    to call ships and boats to safe places.
  • Evacuation conducted by CFSCs of Yen Bai and Phu
    Tho provinces for people along Thao river on 8
    August 2008.

  • National Committee for Search Rescues sent
    helicopter to serve the emergency response.
  • Ministry of Public Security sent official letters
    and mobilized its resources in provinces for
    response activities.
  • VOV, VTV, VNNA frequently delivered news and
    official letters to community and local
    authorities for timely prevention and response to
    disaster

  • MOC mobilized its companies to clear the road
  • MOH mobilized its equipments and resources to
    response to emergency situation.
  • High Command of Border Guard sent 2,231 soldiers
    and 127 vehicles to save local people (73
    people) evacuated 221 households (1,173 people)
  • Dyke inspection in important areas by DDMFSC.
  • Ongoing conduct Need Assessment and report to the
    government for further response.

IV. Emergency Relief by Government
  • The Prime Minister issued decision No.
    1112/QÐ-TTg dated 15/8/2008 to provided 220
    billion VND (USD 13 million) and 800 tons of rice
    to the affected provinces, including
  • Lao Cai VND 90 billion and 300 tons of rice.
  • Yen Bai VND 60 billion and 200 tons of rice
  • Phu Tho VND 30 billion and 300 tons of rice.
  • Tuyen Quang VND 10 billion.
  • Ha Giang VND 20 billion.
  • Son La VND 10 billion.

  • Ministry of Defence supported VND 1.2 billion to
    Lao Cai, Yen Bai, Phu Tho and Ha Giang
  • High Command of Border Guard supported Lao Cai
    province with VND 82 million
  • MARD supplied 70 tons of rice to Lao Cai 10 tons
    of noodles and 10 tons of clean water to Yen Bai
    province.
  • MOH supplied 270 packs of medicine 4,500 kg of
    Cloramin B and 170 life vest for recovery
    activities in affected provinces.

  • Ministry of Industry Trade supported VND 150
    million to Lao Cai, Yen Bai, Phu Tho and Ha
    Giang.
  • Ministry of Public Security supported VND 260
    million to Lao Cai province and to Yen Bai with 2
    Canoes, 100 life vests, 5,000 litres of fuel and
    15 sets of radio communication.
  • National centre for rural environmental hygiene
    (MARD) supplied 1,000 kg of chemicals for water
    treatment.

  • Father Land Front called for appeal and supported
    VND 1.6 billion.
  • VNRC supported with cash and in kind equivalent
    to VND 1,191 million.
  • Vietnam Petro supported VND 3.6 billion.

    VND 260 million.
  • Trade Union of MARD supported VND 900 million.
