    wet chemistry)
  • Logistics- Shelters, Generators, Environmental
    Control, Communication, Transportation.

4
What is an Forward Deployed Preventive Medicine
Unit (FDPMU)?
  • Over 16,000 man-hours of training
  • HAZWOPER
  • Transportation of hazardous materials
  • Medical Management of Chemical and Biological
    Casualties

  • HAPSITE Smart/HAZMAT ID Basic/Advanced
  • Operational Entomology
  • Field Exercises and readiness exams
  • Etc.

5
What does an FDPMU do?
  • Deploy with 24-48 hours notice
  • Provide technical expertise
  • Environmental Health Site Assessment
  • ASTM validated process
  • Long-term archive of deployment exposures
  • Portable laboratory capability
  • regardless of extreme or adverse conditions.

Force Health Protection- Anytime, Anywhere
6
History of the FDPMU
  • PM-MMART
  • NDL
  • FDPMU Deployments
  • Iraq (Congressional mandate for troop health)
  • Haiti
  • Tsunami
  • Katrina
  • Pakistan earthquake

7
FDPMU Concept of Operations
  • Joint Service asset
  • Transportation to theater by supported agency
  • Organic power, shelter, short-range communication
    and transportation
  • Additional support in theater by designated
    unit(s)

8
Unique self-sustaining capability
  • 30 day supply of food, water, travel meds,
weapons/ armor, PPE, suite of instruments and
    their consumables
  • Deploy with tents, generators, trucks and ALS
(Advanced Laboratory System) vehicle or operate
    from ships as needed

9
FDPMU Chemical Equipment
Instrument Principle of Operation Tests
HACH (PM) colorimetric spectrophotometer water quality
CHPPM Kits (PM) Collection of environmental media for lab analysis in US air, water, soil
Hapsite portable gas chromatograph/ mass spectrometer (GC/MS) air, water, soil, solids, clothing (ppm - ppt)
HazMatID attenuated infrared spectroscopy solids, liquids, pastes (gt10 content)
Mini-Vols dust collection PM 10 2.5
Standard IH gear personal sampling pumps, PIDs and gas detection NIOSH type analytes and 4-gas detection
10
HACH Water Quality Testing
  • Portable, lab process instruments reagents
    for all water analysis
  • About 20 tests by colorimetric spectrometry
  • Primary analytes are cations (nitrates, sulfates,
nitrites) and metals (lead, arsenic, zinc)

11
Purpose of HACH testing
  • Test surface water before processing to target
    treatment adequately
  • Identify cations that can be pre-filtered from
treatment if known to be present

12
HazMatID
  • Portable, Ruggedized FTIR Instrument
  • Covalent Chemical Bond
  • An infrared spectrum has peaks where light energy
    is absorbed by molecular bonds
  • Identification Methods
  • Correlation Chart for Absorption Landmarks
  • Bonds between particular atoms (functional
groups) occur at characteristic wave numbers
  • Molecular fingerprinting/Libraries

13
HazMat ID (more than a white powder identifier)
  • Libraries include

Common chemicals Drug precursors
Explosives/ Propellants Forensic drugs
White powders Chemical WMDs
Pesticides NIOSH chemicals
14
HazMatID Main Components
15
HazMatID
Can Identify Solids, liquids, and powders Must have a COVALENT CHEMICAL BOND Organic compounds Petroleum products, Pesticides, Fertilizers, Plastics (too big for the Hapsite) Many inorganic compounds Water, Mineral acids (sulfuric, nitric) Inorganic oxides (rust, talc), Nitrates, Chlorates and Phosphates. Cant Identify Elemental substances Metals (iron, aluminum, etc.) Non-metals (sulfur, phosphorus, etc.) Ionic salts (i.e. sodium chloride) Dilute aqueous (water-based) solutions, or individual components of any mixture Less than 10 concentration Biological Agents cannot be speciated But can ID proteins as a screening tool
16
HAPSITE
  • Field-portable Gas Chromatograph/Mass
    Spectrometer (GC/MS)
  • Light Weight ( 35 lbs)
  • Rugged for field use
  • Easily decontaminated
  • Portable for use with battery
  • Programmable for self-contained use or
    controlled by laptop computer
  • Built in GPS

17
HAPSITE Capabilities/Limitations
  • Analyzes VOCs in air, liquid, and solid samples
    (low ppm to mid ppt)
  • Boiling Point Less Than 250oC
  • Molecular Weight Less Than 300
  • Differs from other GC/MS

18
Hapsite Applications
  • Separates mixtures, identifies and quantifies
    selected Volatile Organic Chemicals (VOCs),
    containing carbon
  • Identifies and quantifies Traditional Low-level
    Chemical Warfare Agents
  • Environmental site assessment data
  • Identifies unknown substances in hazardous waste
    and emergency response
  • Problem solving environmental applications
