Jurisdictional Issues (cont.)
  • On all other situations, the agency having
    jurisdiction over the under lying felony has the
    overall jurisdiction

  • Columbine High School Local agency
  • These guidelines are still in effect today

Scene security issues
  • The main concerns of scene security when a device
    or suspicious item is found are to deny entry to
    the scene, establish an evacuation distance ,
    establish a hard perimeter and begin
    evacuations.
  • Things to consider
  • Time (until detonation)
  • Distance (evacuation distances)
  • Shielding

Number of personnel at scene
  • Hazardous vs. non-hazardous areas
  • There will usually be more people in the
    hazardous areas due to safety issues
  • No one should ever be in a hazardous area by
    them-self.
  • The absolute minimum should never be less than
    two.

  • The full version of this training program
    encompasses the previously mentioned information
    and more. It will cover the decision trees that
    can be used for WMD incidents. This type of data
    includes evacuation distances, damage assessments
    to both personnel and structures, chemical
    biological decontamination data, etc.

    grants packages, especially those that are
    targeted for anti-terrorism funds.
