- Frayser is served by an abundance of regional
recreation, health, education, shopping and

as Tipton, Fayette and Desoto Counties. - Frayser has the potential to build its own region
serving facilities in recreation and education.

- Seek expansion of Davy Crockett property to form
Regional Park serving northern Shelby County. - Seek expansion of offerings by Southwest

- Rolling hills and wooded areas create positive
rural atmosphere. - The floodplains of Loosahatchie, Wolf and
Mississippi Rivers provide natural boundaries and
scenic beauty for the community. - Several vistas along bluffs overlooking
floodplain provide for unparalleled views of the
surrounding areas.
Environment Recommendations
- Seek rezoning to insure protection of flood
hazard areas and investigate the creation of a
formal greenbelt trail system. - Identify a key bluff top vista and establish a
public overlook as part of the pedestrian,
bicycle and greenbelt system.

- Predominantly residential community
- Few conflicts between commercial/industrial and
residential areas. - Vacant multifamily apartments that are visual
pollutants. - Vacant or marginal industrial sites.
- Strip commercial development extends beyond
well-defined nodes. - Vacant land with opportunities for infill.
- Seek rezoning where current desired land uses
can be protected - Develop concept plans for the development of
vacant land throughout the community. - Develop concept plans for strengthening

- Well-defined street system.
- Several major roads do not connect to surrounding
region. - Narrow roads without sidewalks are safety
problems. - I-69 (Loosahatchie Parkway) could be positive
force in job creation. - Major roads should be extended and connected to
regional road system to provide better access to
the community. - Narrow, winding roads should be upgraded with
curbs and sidewalks for improved neighborhood
safety. - Actively pursue the construction of the
Loosahatchie Parkway as part of the I-69 route.

- Utility infrastructure is in overall good
condition and has adequate capacity for growth. - Good distribution of park land with need for
improvements under Park Master Plan. - Community centers are well placed but lack
adequate community office and meeting space. - Fire stations, equipment and emergency vehicles
are adequately placed and responsive to
community. - Schools are well distributed throughout community
with some physical and space issues. - Public and private health facilities are
responsive to needs of community. - Seek creation of park advisory committee to work
with Park Division in refining the park master
plan and scheduling improvements. - Identify location and building improvement to
house civic offices and meeting space for
community organizations and City of Memphis
outreach offices such as Co-Act, Community Court
and Code Enforcement.

- Single family and multifamily housing is
generally well-maintained and proportionately
balanced. - Several multifamily apartments are vacant or
derelict, causing visual and social problems. - Scattered problems with single family housing.
- Strong home ownership rate.
- Seek public and private investment to redevelop
vacant and derelict apartment buildings. Select
clearance and new uses should be explored. - Discourage the development of large multifamily
apartments to maintain the current balance with
single family pattern. - Satisfy rental demand with townhouses or attached
single family units at dispersed locations that
are compatible with existing housing. - Attract new middle income housing as an extension
of stable single family neighborhoods. - Create a continuum of housing assistance that
provides high quality housing for a wide range of
incomes.

- Community Court and Co-act unit are important
assets. - Lack of well-defined neighborhood boundaries and
organizations. - Several problem properties serve as focal points
for crime. - Greater police presence is necessary from north
precinct with one or two additional Co-Act units. - Strengthen community court and community policing
system in Frayser with seamless network of
neighborhood watch organizations having clear
boundaries. - Create outreach code enforcement office to work
closely with Co-Act units and neighborhood watch
groups.

13Economic Development Findings
- Several big-box retail buildings are vacant.
- Retail areas are well spaced but lack cohesion,
identity and suffer from general aging. - Industrial opportunities in the Harvester and
Fullen Dock area have potential for greater
development. - Fire and police academics offer increased
opportunity for commercial development. - Fast-food restaurants are modern and well-placed
but the community lacks traditional dining
options. - Identify potential industrial firms and work with
Fullen Dock, the Chamber of Commerce and the
Memphis/Shelby County Economic Development office
to provide a comprehensive incentive package. - Explore the potential for creating a Business
Development Commission that would have broad
powers and responsibilities similar to the Center
City Commission. - Create clearly defined commercial nodes that are
compact destinations for convenient shopping .

- Gateways to community need landscaping and
signage to welcome visitors. - Vacant land that is unkempt or used for illegal

commercial establishments. - Create partnership with the City Beautiful
Commission and Urban Art Commission to place
artwork in public spaces. - Design a logo and common design theme for gateway
signs and street banners. - Create clean-up campaign as component of
neighborhood watch, code enforcement and
environmental court. - Create tree and flower theme for gateways and
select pathways through Frayser.
