Working in Europe with laboratory animals

European Legislation
  • European Convention for the Protection of
Vertebrate Animals used for Experimental and
    other Scientific Purposes (March 1986)
  • Drawn up by member States of the Council of
    Europe
  • European Directive 86/609/EEC (November 1986)
  • EEC members
  • Each European nation implements in different ways
  • Cruelty to Animals Act 1876 (Ireland)
  • Animals (Scientific Procedures) Act 1986 (United
    Kingdom)

3
A(SP)A 1986
  • Complex piece of legislation
  • Administered by
  • Great Britain Home Office
  • Northern Ireland Department of Health and Social
    Services
  • A(SP)A regulates procedures
  • Where protected animals are used
  • For a scientific purpose
  • Where there may be pain, suffering, distress or
    lasting harm

4
You can only begin a regulated procedure once you
have
  • A Personal Licence
  • A Project Licence
  • A Designated place to work in, specified on both
    licences

5
Personal licences (1)
  • Application process
  • Complete an appropriate training course, pass
    exam, obtain certificate
  • Apply to UK Secretary of State (Home Office) for
    a licence

6
Personal licences (2)
  • UK training courses
  • Module 1
  • Legislation
  • Module 2
  • Animal care
  • Module 3
  • Principles of animal use
  • Module 4
  • Anaesthesia and surgery (for more complex
    procedures)
  • Module 5
  • For persons wishing to hold a Project Licence

7
How does the LAST course fit in?
  • LAST course with attainment of 70 in each
module enables you to apply for exemption from
Home Office Modules 1,2 and 3 for some species

8
Personal Licences (3)
  • Lists
  • Procedures you are authorised to carry out
  • In which species
  • At which premises
  • Standard conditions attached to all licences

9
As a personal licence holder
  • You bear the primary responsibility for the
health and welfare of animals on which you have
    carried out scientific procedures
  • Welfare of animals must be checked daily
  • Must know severity limits and likely adverse
    effects of procedures
  • Responsible for animal identification/cage labels
  • Must make suitable arrangements if you are away
  • Keep records of procedures carried out
  • Responsible for fate of animals at end of
    procedures
  • Eg humane killing, return to care of vet if
    re-use allowed

10
Project Licence (1)
  • Details a specific programme of work
  • Includes purpose of work and scientific
    justification
  • Consideration of non animal alternatives
  • Cost versus benefit
  • Minimum number of animals
  • Lowest neurophysiological sensitivity
  • Least pain, suffering, distress and lasting harm
  • Likely to succeed

11
Project Licence (2)
  • Sets out
  • Experimental protocol
  • Types of animals to be used and how many
  • Severity of each procedure
  • Adverse effects
  • Specifies where work will be done
  • Names a Project Licence Holder and Deputy

12
Project Licence Holder
  • Manages the programme of work
  • Directs and supervises personal licences working
    on the project
  • Keeps records of animals used
  • Ensures licence complied with

13
Research premises
  • Covered by a Certificate of Designation
  • This names a Certificate Holder
  • Details room by room
  • Which animals can be held
  • Types of procedures that may be carried out
  • Non-sterile experimental procedures
  • Sterile experimental procedures

14
The Certificate Holder
  • Responsible for ensuring animal accommodation and
procedure rooms are maintained to the right
    standards
  • Appoints
  • Named Veterinary Surgeon (NVS)
  • Named Animal Care and Welfare Officer (NACWO)
  • Makes sure that all regulated procedures are
authorised and that records are kept
  • Oversees ethical review process
  • Ensures adequate staffing
  • Keeps register of persons competent to perform
    humane killing

15
NVS
  • Advises on health and welfare of animals
  • Includes
  • Providing clinical care
  • Advice on anaesthesia and analgesia
  • Advice on refinement
  • Training
  • Where health of animals gives cause for concern
  • Notifies personal licence holder
  • Provides care
  • Participates in ethical review process (ERP)

16
NACWO
  • Formerly known as Day to Day Care Person

    animals
  • Responsible for keeping various records
  • Where health of animals gives cause for concern
  • Notifies personal licence holder and/or NVS
  • Provides care
  • Participates in ERP
  • Knowledge of humane killing methods

17
If you go and work in the UK
  • You are likely to become a Personal Licence
    Holder
  • Identify key people at the establishment where
    you are working
  • Project licence holder (and Deputy)
  • Certificate Holder
  • You should read any project licence under which
    you are working very carefully
  • Check the Certificate of Designation
  • What is allowed in the rooms where you are
    working?
  • Are there any special procedures for humane
    killing?

18
Other legislation
  • If you plan to bring animals in to new premises
  • Dont forget about
  • Transport animal movement legislation
  • Rabies quarantine
  • CITES
  • Check very carefully to find out what may apply
  • Medicines legislation and local procedures for
    management of medicines

19
Research premises local procedures
  • If you move to a new facility
  • May have different health status
