Estimating VS colecting

  • They had administrative registers
  • But, they did not know how because
  • High turn over
  • Lack of documentation
  • There is No systematic process
  • Methodology was unknown
  • So, we decided to help them and made a process

Strategy
  • How to make them interested in getting the
    information
  • Mexico has a responsibility in the Millenium
    Declaration
  • You already have the information
  • You will not have to work more
  • I will train you in the methodology
  • You will have to pay nothing
  • You may take the credit
  • Ask for only one person responsible for each
    government agency

8
Create a Collaborative Environment
  • Create a Web environment to collaborate with the
    agencies.
  • Train them in the methodology for collecting
    valid and reliable data.
  • Educate them in developing skills to work within
    a Web environment.
  • Train NSO personel to get and integrate the data
    from the Web collaborative environment
  • Provide feedback to the agencies as soon as it is
    appropiate.

9
Why a Web Colaborative Environment
  • To make them confortable from his office
  • To make sure that any mistake can be traced
  • To allow them freedom of delivering
  • To promote effective organization between the NSO
    and the agencies.

10
Challenges
  • Willingness of top authorities in government
  • Culture of politicians that make decisions based
    on NOT solid information
  • Help to other NSOs from the region
  • The given up of personal or party interests
  • Humbleness to learn from others
