Billet Analysis Tool (BAT) Development
Presentation for 2008 Workforce Conference

Suite of BAT Tools
How will Force Structure changes affect Fleet
manpower requirements?
How will Force Structure changes affect Shore
manpower requirements?
What will Navys manpower requirements be in 10-,
15-, 20-, 30-years?

In the Beginning .
  • POM-08 Build Navy expressed a need to be able
quickly produce manpower estimates for excursions
for Total Force planning within and beyond the
    FYDP
  • Rapidly calculate manpower requirements for
different force structure scenarios (to include
costing data) within and beyond the FYDP
  • Provide Community Management drill-down
    capability (view requirements by
    rating/designator and paygrade)
  • CNA developed Billet Analysis Tool

4
Original BAT
  • Microsoft Access desktop application (no NMCI
    issues)
  • Enables manpower analysts to quickly compile,
filter, and analyze TFMMS manpower requirement
    data
  • Billets authorizations requirements
  • Manpower costs based on composite rates
  • Contains future UICs (CVN-21, DD(X)) to allow
    analysis beyond the FYDP
  • Sorts and displays output by
  • Appropriation MPN, RPN, Civ
  • Manpower type AC, FTS, SELRES, Civ
  • Rating/EMC/designator and paygrade
  • Enterprise
  • IGCA functions
  • Tool managed by WBB
  • TFMMS data updated monthly

But What About Shore Manning
  • Rising manpower costs declining endstrength
authorizations have elevated importance of total
manpower requirements and costs in assessing
    force structure alternatives
  • Current assessments look only at manpower
    requirements of force structure units
  • E.g., if the Navy decommissions four destroyers,
billets on the ships go away
  • Current BAT supports this analysis
  • Need to assess the manpower effects of force
structure changes within the shore infrastructure
  • E.g., if the Navy decommissions four destroyers,
where should shore manpower requirements decrease
    and by how much?
  • Module to augment BAT

8
BAT Shore/Support Module
  • Estimates effects of force structure changes on
shore manpower requirements in areas of
  • Individuals account
  • Enlisted student billets (A- C-school Recruit
    training)
  • TPPH billets
  • Instructor requirements (A- and C-school)
  • Intermediate and Depot level maintenance
  • Aviation
  • Ship and shipboard systems
  • Health care services
  • Outputs billet requirements by rating or
    designator and paygrade

  • I-level maintenance workload VAMOSC
  • D-level maintenance workload OPNAV Notice 4700
  • Shipboard systems (data for 67 systems)

Defining the Support Structure Scenario by CA
Function Area
14
Change Data Parameters
  • Users can view/edit the data for each functional
    area
  • Allows many types of what if analysis
  • Can easily be reset to original values

15
More Features Capabilities Enhanced BAT
Development
  • Users identified additional features and
capabilities that would improve the tools value
and expand the range of issues it can address
  • Add more TFMMS/billet description fields
  • Functional area code identifies general-duty
    billets
  • Map billets to location descriptors (geostability
    studies)
  • Enhance the scenario development module
  • Allow scenarios that change over time
  • Incorporate long-term force structure plans
    (30-yr ship plan)
  • Construct module to build/edit manpower
    requirements
  • Change billet structure of existing
    platforms/activities
  • Define requirements for new platforms
  • Improve output reporting
  • Tailor output reports to directly feed Community
Health Matrix Reports and Sea/Shore Flow Model
  • Add capability to filter output on specified data
    fields

  • Beyond the FYDP, focus must shift from
    accessions to retention
  • Results in a more senior and more expensive (cost
    per member) force.
  • How do we grow enough Dept Heads with a shrinking
    Ensign Base?

Force structure decisions are creating
significant community challenges
