  • Just comment on some things that are inherently
    interesting, a few that maybe cut across to
    education
  • Partly have to admit did not 100 understand
  • Some interesting questions
  • The mail fault of Soviet system highlighted was
    missing the epidemiological transition towards
    chronic diseases? (LE 10 years less.)

  • Sure, though it varies
  • Function assignment
  • Indonesia fairly messy function assignment, even
    3-4 years after the big decentralization
    announced
  • South Africa much clearer function assignment,
    much longer planning
  • Time, vacillation also common
  • Getting decentralization right can take a long
    time, case of Spain (or US!)
  • The insight on the role of central level in
    assessing natural variation, but decentralization
    in having incentives to see it and do something,
    is also very useful and applies
