Information Society in the Czech Republic

• Internet penetration (more than 1/4 of population
  regularly using), Mobile phones (9 mln among 10
  mln citizens)
• Digital Signature Law from 2001
• Green and White Books on e-Commerce (ready end of
  2002)
• Number of SMEs users (about 80 are on-line,
  dial-up)
• Action Plan eEurope (benchmarking exercise)
• End of the Czech Telecom monopole de-jure from
  2003, ADSL, (last mile problem)
• Internet into Schools 100 before 2006 (60
  are on-line)
• National programme for PC literacy (private and
  state programmes)
• Government portal of life situations
  (www.portal.gov.cz) exists
• ePUSA, back office portal for regional
  administration, www.epusa.cz
• Separate projects for providing e-Services (land
  and ownerships register, custom service register,
  car register etc.)

Conclusions and possible cooperation

• In NMS ICT development is going faster, than
  organizational changes
• Public administration staff and politicians need
  to stimulate a political will for changes
• Need for projects of cooperation on innovation in
  technical, but also in social terms
  (interoperability of all European Public
  Authorities),
• Re-focusing ICT should reinforce citizen
  engagement and democracy, says European
  Commissioner ( EC seminar on eDemocracy,
  Brussels, 12 February 2004)
• NMS need to create wide partnerschip for
  eGovernment projects Public bodies, NGOs,
  citizens/communities
