    mln citizens)

    2002)
  • Number of SMEs users (about 80 are on-line,
    dial-up)

Conclusions and possible cooperation
  • In NMS ICT development is going faster, than
    organizational changes
  • Public administration staff and politicians need
    to stimulate a political will for changes
  • Need for projects of cooperation on innovation in
    technical, but also in social terms
    (interoperability of all European Public
    Authorities),
  • Re-focusing ICT should reinforce citizen
    engagement and democracy, says European
    Commissioner ( EC seminar on eDemocracy,
    Brussels, 12 February 2004)
  • NMS need to create wide partnerschip for
    eGovernment projects Public bodies, NGOs,
    citizens/communities
