Title: Wireless Access Services

1
Wireless Access Services
  • ACIF Forum Future Wireless
  • 22 August 2006
  • Nevio Marinelli
  • Australian Communications Media Authority

2
What are wireless access services (WAS)?
  • Services delivered by telecommunications
carriers, internet service providers (ISPs) or
other providers using a radio connection from an
    end-user to a core network

3
What are wireless access services (WAS)? (cont.)
  • Examples of WAS include
  • broadband/fixed wireless access(BWA/FWA)
  • cellular mobile networks
  • wireless local loop (WLL)
  • multipoint distribution system (MDS)
  • radio local area network (RLAN)

4
Preparing for the future
  • Development of spectrum strategies
  • discussion paper released in February 2006
  • stakeholder seminar in March 2006
  • 47 submissions received
  • input being used to guide development of
    strategies
  • short, medium and long term
  • further consultation required

5
Regulation
  • ACMA objectives
  • minimise impediments
  • encourage standardisation and harmonisation
  • technology flexible arrangements
  • allow market to decide
  • Current arrangements
  • adequate but have pros and cons

6
Class Licensing (the Public Park)
  • Interference management model relies on generic
    frequency parameters and power limits.
  • Low power level playing field
  • Cheap, no administration gtgt fast rollout
  • Uncoordinated Use gtgt No guarantee of QoS
  • RLANS, city WiFi hotspots, rural BWA
  • Good for small operators

7
Apparatus Licensing (Command Control)
  • Interference management linked to specific
    closely defined parameters, location, transmit
    power etc.
  • QoS guaranteed by coordination of each device
  • Can be administratively cumbersome
  • Traditionally used for FWA ?BWA

8
Spectrum Licensing (Private Spectrum)
  • Private spectrum space - within interference
    limits
  • Auctioned issued for up to 15 years
  • Good for large operator rollouts
  • Interference management across frequency and
    geographic boundary
  • Accommodates a degree of technology
    flexibility.
  • QoS guaranteed (Private use gtgt no sharing)

9
What are the alternatives?
  • An example the Private Park
  • Combines CL/AL/SL principles
  • Non-exclusive access but closed user group
  • Area-based fees and conditions of use
  • Technology flexible approach
  • based on a broad technical framework
