ARC Evaluation Overview
  • Step-by-step instructions to initiate, submit,
    coordinate on and monitor an evaluation
  • All users must have a vPC-GR account (including
    ratee)
  • Routing provided through vPC-GR Dashboard
  • Roles assigned within Dashboard by Role
    Administrator (except Rater and Ratee)
  • E-signature Wet Ink signature supported
  • Instruction links are available in Evaluations

Dashboard
Enter the vPC-GR Dashboard and select the Action
Requests tab to start the evaluation process.

Action Requests
Select Evaluations from the Online Services
Requests menu.
If you selected ANG as your default service
component, then the ANG shield would be
highlighted and that menu displayed.

Evaluation Application
When opening an evaluation application you should
only see the Initiator/MPF and Status fields
populated. To initiate an evaluation, you must
have a MPF or CSS role. If you have both roles,
the form will default to MPF. Follow the
steps at the top of the form to complete the
application. Start by entering a close-out date
and a due date for the evaluation.
Dates are entered by clicking on the calendar
icons and then selecting the day, month and year
from the pop-up. Note Do not click on the
BC block as the evaluation is being processed

Evaluation Application
1. Click Add Shell to attach the Shell
Attach the shell (a shell should already be saved
to your computer browse to find the specific
file and attach the document). Then select the
Form Type that applies to the Ratee from the
drop down menu (Ex. AF910, AF911 or AF707).

2. Click on the drop down to select the IMT Form
Type.

Evaluation Application
Enter any remarks you would like the Rater to see
(canned statements are available via the drop
down menu or you may type your own) in the text
field provided. The Return Remarks field will
only be used when an Evaluation is sent back to
the MPF or CSS for corrections, depending on
which office initiated the process.

Click on the drop down to select a canned
statement.

Missing Fields
You must provide a closeout date, a due date,
attach a shell and select the form type as well
as select a rater and ratee otherwise you will
receive an error message when you submit. The
missing fields will be highlighted in red.

Ratee Information
Initiator (MPF)
Click on the Search button in the Select Ratee
field to find the Airman.

vPC-GR Search Engine
Read and follow the directions provided to find
and select the Ratee. If the Search Results do
not return with the Ratees entry information, he
or she may not have a vPC-GR account. You must
make contact and instruct them to create an
account.

Ratee Information
Initiator (MPF)
The Ratees information should now be populated
on the application. Next you must search for
the Rater using vPC-GR Search.

Rater Information
After submitting the application you will be
informed that an issue has been created and you
will be given the option to view a summary report.
Raters information should now be populated on
the application. The application is ready to be
submitted.

Summary Report
The summary report will provide you with
information populated from the Initiation form
and include the Status, Evaluation Request ID
number, Component, Ratees Unit, Initiator, Date
Created and to whom it was sent.

MPF/CSS Dashboard (before refresh)
After closing out of the summary report and
application screens, you will be automatically
returned to the dashboard where you must change
your (View) to Submitted by me and refresh the
system to check status.

MPF/CSS Dashboard (after refresh)
After refreshing the system, you will be to able
see the status of each application submitted
throughout the coordination process. This
concludes the initiation process for the MPF and
CSS. You may, however, be involved if the
evaluation is returned by the Rater, in
monitoring the evaluation, collecting wet ink
signatures, or is a referral evaluation.

Rater/Wrong Rater
  • The Evaluation has been sent to Rater.
  • In the event that it was sent to the wrong rater,
    the Rater must return the Evaluation
  • Return process is explained in Rater tutorial

Returned by Rater
MPF or CSS may be notified that the application
was returned by Rater. In order to take
corrective action, your View field must change
to Submitted by me. You may have to refresh
the screen before you can click on Open
Initiation.

Return Remarks
Initiator (MPF)
Previous Rater remarks will be displayed. The
actual Rater will now have to be selected. Click
on the Search button to use the vPC-GR search
engine.

Actual Rater Information
Actual Rater is populated Click Submit and a
message will notify you that the Evaluation has
been updated and sent to the actual rater. The
option to view a summary report is available.

Evaluation Coordination
  • The Evaluation has been sent to correct rater and
    coordination will begin. (See Rater
    Coordinator tutorials for details.)

MPF / CSS Pending Rater Action
The dashboard will show coordination status
throughout process with (View) set to Viewable
to me.

Work in Progress At ARPC
Evaluations submitted to ARPC will no longer show
Coordination but will instead show Work in
Progress.

Completed
Evaluations submitted to ARPC will show
Completed when filed into ARMS and MilPDS is
updated. The MPF/MSF may now pull down the
evaluation from ARMS and file in records, if
UPRGs are still maintained at base level (No
e-Records).

Reports on Evaluations
MPF/MSF, CSS, JFHQ, etc., can run a report to
show status of evaluations for monitoring. Click
on Evaluations, select the report format and
then Run Report.

Final Signatures - Digital
  • Digital signatures must be used for all
    evaluators and reviewers. (If one evaluator or
    reviewer is unable to access digital signature,
    all evaluators and reviewers must hand sign and
    date the report.)
  • Once a digital signature has been applied, it
    cannot be deleted.
  • The MPF/MSF or CSS will not have any
    Coordination involvement with processing
    Digitally Signed evaluations.
  • When the evaluation has been Completed, it may
    be pulled from ARMS and filed in the Airmans
    records if UPRGs are still maintained at base
    level or at State/Territory (No e-Records).
  • Reports will only be received through vPC-GR or
    CMS to ARPC- Duplicate copies will not be
    accepted
  • E-mail inquiries for time sensitive reports with
    vPC-GR issue number (EVR), Name and Close
    Out date to ARPC/DPBR
  • DO NOT attach EPR/OPR to e-mail

Final Signatures Wet Ink
  • MPF/MPE or CSS may provide assistance to complete
    Wet ink evaluations
  • In few instances when CACs or CAC reader access
    is not available, or if a report is a referral,
    wet ink signatures on the hard copy of the report
    will be required.
  • Wet ink signatures will be required on all
    referral reports.
  • Dates for all Wet ink signed evaluations will
    be Handwritten.
  • Certified true copy is required IAW AFI
    36-2406, para. 3.8.13.2 and para. 3.8.13.3 by
    Chief, Career Enhancement or designated NCOIC
  • Improperly certified evaluations will be returned
    to the rater
  • Wet ink signature evaluations must be scanned
    to upload to ARPC
  • Scan evaluations to a single PDF file, (should
    not to exceed 918 KB)
  • Recommended settings are Black White (no
    color), Medium Output Quality and 300 dpi.
  • Always check for readability low quality
    reports will be returned

Referral Reports
  • Referral may be coordinated through vPC-GR

  • Referral reports (IMT) must have Wet ink
    signatures
  • Follow certified true copy requirements
  • Referral reports (IMT) must be scanned and
    uploaded to vPC-GR, EPR/OPR Attachment field
  • Single PDF file, (should not to exceed 918 KB)
  • Black White (no color), Medium Output Quality
    and 300 dpi.
  • Source and reference documents must be scanned
    and attached in Additional Attachments field on
    vPC-GR Coordination form (See Rater and
    Coordinator Tutorial)
  • Up to five (5) attachments, 5 MB each
  • Recommended Black White (no color), Medium
    Output Quality and 300 dpi.
  • Must be readable
