All the organisations represented at this Summit
have a degree of maturity regarding their
respective approaches to Incident Management

Learning From Each Other
A possible area of weakness however is how our
organisations interact across both functional and
geographical boundaries There is an imperative
to appropriately share relevant and timely
information, which is fit for purpose

What is Information? Data is any sort of raw
fact. Information is data in a useable and
useful form, usually processed in some
way. Information is thus data plus interpretation

Information Security Becomes a significant
risk when storing and sharing information. What
happens when that risk is realised?

BBC News Headlines November 2007 Prime
Minister Gordon Brown apologises for loss of 25
million child benefit records. December 2007 -
The details of three million candidates for the
UK driving theory test went missing in the US.
Names, addresses and phone numbers were among the
details stored on a computer hard drive, which
belonged to a contractor working for the Driving
Standards Agency January 2008 - A laptop
computer belonging to a Royal Navy officer was
stolen from his car in Edgbaston, Birmingham It
contained the personal details of 600,000 people
who had expressed an interest in, or applied to
join, the Royal Navy, Royal Marines and the RAF.
July 2008 - The Ministry of Defence confirmed
that 121 computer memory sticks and 747 laptops
had been stolen in the past four years. Of those,
only 32 have been recovered so far. August 2008
- Home Secretary Jacqui Smith has blamed a
private contractor for losing the details of
thousands of criminals, held on a computer memory
stick.

So can we learn from each other? There must be
shared Information Standards. Risks must be
reduced through common business processes. Clear
time frames are needed for delivery of
solutions. Cooperation and Collaboration are the
keys to ensuring a more effective and efficient
response to Incident Management.

insight into specific elements of incident

A European Commission project intended reduce
road deaths by providing a more rapid initial
response to the scene of motor vehicle
collisions. It involves the automatic triggering
of a voice call and sending a data set (including
accurate location details) to the PSAP (Public
Safety Answering Point)

But not all models are the same There are
different approaches to the technology SIM vs

There are different approaches to the business
processes specifically with regard to the role
of third party service providers such

Stiftung These differ across both Europe and
North America.

These issues are being addressed through the
European Commission However it is likely that
during the lengthy deliberations the private
sector will fill the void and determine the
optimal solution to be adopted.

Is the UK Central Authority following a recent
European Union Framework Agreement, facilitating
the exchange of conviction information between EU
Member States.

International and Regional Police Co-operation
Key Case Michel Fourniret
French serial killer who confessed, in June
2004, to kidnapping, raping and murdering nine
girls in a span of 14 years during the 1980s and
the 1990s. He is also suspected of 10
additional murders nine in France and one in
Belgium. The trial in France commenced on the
27 March 2008 and Fourniret was sentenced to life
imprisonment on 28 May 2008.

Aim of the Project
Through Bi-lateral exchange between Hampshire
Constabulary and Arges County, Romania, develop a
Regional Emergency Management Infrastructure in
Romania that can be copied and rolled out on a
National basis

    Unexploded Ordnance, Air Incidents, and CBRN

    generated in Romania.
  • Developing relationships across a wider range of
    agencies and issues.

    transplanting UK models eg Casualty Bureau and
    Command Control principles.
  • Reputation of Hampshire Constabulary UK Police
    service in supporting delivery of critical
    infrastructures in emerging EU nations.

In Summary ... Some thoughts to consider over
these two days
Information is our most valuable
asset. Technology is merely an enabler and
brings both risks and rewards. The examples
cited all demonstrate that Roles, Functionality
and Technology, can be mutually delivered across
organisations leading to improved Security, Civil
Protection and Incident Management. Good
evidence that collaboration and cooperation are
already providing significant enhancements to
public safety and reducing risk.
