04JT-19 (BOGrp 3) COCOMs lack understanding of
JS J3 role as Global Force Manager JFCOMs role
as Primary Joint Force Provider and impact of
this mission on COCOMs. Discussion JFCOM was
recently assigned mission as Primary Joint Force
Provider as part of Global Force Management.
JFCOM will make recommendations to JS on global
sourcing. CJCS is the Global Force Manager and
will make all decisions on force providing.
JFCOM is still developing the procedures and
resources required to execute this mission.
COCOMs require education and applicable training
on procedures associated with GFM, particularly
as it might impact COCOM-assigned forces.
Impact COCOMs unclear on their role in GFM
Submitted By EUCOM, TRANSCOM Endstate

04JT-01 (BOGrp 1) Resource COCOMs to plan and
execute their joint training programs. Discussion
Align resources with statutory joint training
responsibilities. Operational, C2, Theater, and
Training Transformation change training effort
and costs. COCOMs are not staffed to fully
implement the Joint Training System nor to
adequately participate in the transformation
processes. Training Program Assessment and
Lessons Learned Programs are under resourced.
Resources are needed to enable interagency and
other non-DoD participation in joint training and
to exploit JNTC. Components cannot accurately
program JFHQ training funding. Impact Critical
joint training may not be accomplished to
standard. JFHQ (COCOM JFHQ, JTF HQ, Functional
Component HQ) and joint forces are less prepared
for integrated global operations. T2 and C2
Transformation cannot be properly
executed. Submitted By HQ USEUCOM, EPOC-JTRE,
Col Dave Beydler Endstate COCOMs have access to
adequate resources to plan and execute their
joint training programs, including programming
funding for JFHQ training funding. COCOM training
funding is competed outside of Executive Agent
POM and fenced within Executive Agent budget.
Status 1) COCOMs have identified funding
requirements 2) JS/J-7 worked this issue under
the TC AoA Alt 5 process in concert with OSD and

04JT-02 (BOGrp 1) Independently developed
automated support tools need management and
oversight to ensure they are complementary and
will collectively meet DoD requirements.
Discussion Automated support tools (JTIMS,
JDRAT,...) are JMETL/AMETL based, yet current
configurations use different task terminology and
methodologies for addressing UJTL deviations. JS
J7 developing an effective approach to include
automated procedures for UJTL updates. Policy
needed on information and intelligence data
sharing across military and civilian
organizations (TIM2 community). Impact Training
and readiness community needs an integrated suite
of automated support tools that support
collaborative planning and effective knowledge
management. Integrated tool suite must use
consistent terminology and system interfaces
should provide data exchange that support single
data entry for use in multiple applications. T2
objectives will be difficult to meet if these
issues are not addressed as JTIMS, ESORTS, and
UJTL development efforts continue. Submitted By
USSTRATCOM / OP70, MAJ Coughlin. Endstate
Automated support tools that are independently
developed to meet specific requirements will have
coordinated management and oversight to ensure
these tools will collectively meet the T2
objectives and training / readiness requirements.
Status NexGen JTIMS SPIRAL 2 is integrated

04JT-05 (BOGrp 1) Accelerate the development of
doctrine and TTP to support emergent capabilities
used in real-world operations. Discussion Per
Joint Training Policy, joint training is to be
conducted to agreed joint doctrine. Current rapid
transformations are establishing new constructs,
e.g., SJFHQ, JIACG, Intergovernmental Operations,
Homeland Defense, etc., with no doctrine and
minimal TTP, inhibiting effective training,
Impact Training events are transformed into
experimentation events that inform the concept
development but do little to improve training
audience readiness. Submitted by HQ USEUCOM,
EPOC-JTRE, Col Dave Beydler. Endstate JS and
JFCOM have implemented rapid doctrine and TTP
development and approval processes that provide
and update useable interim doctrine and TTP for
emergent transformational concepts as baseline
for operational employment and associated
training. Status JEDD has implemented a new
change process for expediting doctrine and TTP
development approval processes. A considerable
amount of doctrine, however, is being held up due
to lack of policy or changing policy at the OSD
level. New policy described in CJCSI 5120.02, 30

04JT-08 (BOGrp 1) Define the entry requirements
for each T2 enabling capability make the
definition a part of new enablers as they are
developed. Discussion Active joint customer
(COCOM, CSA) participation in the processes of
enabling capabilities (JNTC, JKDDC, JAEC, TIM2,
TC AoA, JTFCB, etc.) requires easy portal access
to working group process. Entry requirements
need to be clearly described by T2 capability
lead and understood by Joint customer in order to
enable effective joint training. Communication
among OSD, JS and COCOMs\CSAs does not adequately
inform the COCOMs\CSAs of process schedules
associated with building and maintaining critical
enablers. In addition, where COCOMs\CSAs do
have visibility, they are not adequately
resourced to insert informed input into each of
the processes. Impact T2 implementation is
sub-optimized by inadequate input from the
user. Submitted By USTRANSCOM, Major Jim
Stanford Endstate T2 enablers can be accessed
through straight forward presentation of joint
customer need to the T2 capability leadership.
T2 enablers have clearly described on/off ramps
for joint customers to easily access T2 benefits
in development of their joint training programs.
T2 FOC is fully optimized Status The Training

04JT-17 (BOGrp 3) Integration of lessons learned
into training. Discussion Joint Service
Lessons Learned currently captured by a number of
independent groups, agencies activities into a
variety of non-linked databases. Joint Trainers
require timely access to Lessons Learned
analysis, specifically tailored to support the
requirements development process/JTS made
available through a single access point. COCOMs

04 TRANSCOM 01 JEP Support Funding
Methodology. Issue COCOM (Joint Staff,
USTRANSCOM, USSTRATCOM, USSOCOM, USJFCOM) support
is essential to all Regional CoCom CPX exercises.
Impact Current funding methodology
fails to recognize functional COCOM costs in
support of CPX events. Endstate A funded CPX

Submitted By USTRANSCOM Status The issue
is the funding of TRANSCOM functional support to
the Geographic COCOMs. Currently only SOCOM
receives funding (through the Bronze Arrow
program) to support the Geographic COCOMs. A
change to the Chairman's instruction governing
the JEP is required, along with the agreement of
the other COCOMs, and OSD. Since JEP funding is

04CENTCOM04 The requirement exists for DOD
personnel to conduct planning, coordination, and
support of interagency operations, yet military
personnel are not educated nor trained to
accomplish doctrinal tasks requiring interagency
coordination. Discussion The National Security
Strategy requires the development, coordination,
and application of the elements and instruments
of national power to achieve national security
objectives. In order to accomplish this
requirement, USCENTCOM must have senior
leadership and staff officers that are educated
and trained in the coordination and integration
of regional interagency activities. Impact
Without an interagency education and training
program, personnel will continue to conduct ad
hoc interagency coordination of doctrinal
interagency tasks. Submitted By LtCol Brad

Strategy remains a primary learning area.
Curriculums will continue to undergo updates to
reflect the latest information. The OPMEP
addresses learning requirements at the
Intermediate, Senior level Colleges as well as
all GO/FO courses. Individual Training topics
related to interagency requirements must be
developed and addressed through Joint Training

across the career continuum presented in CJCSI
1800.01C. It suggests the who, what, and when
for learning the how and where of
implementation will be determined later. The

process. Discussion Combatant Commands submit a
two-year DCCEP plan through JS-J7 to OSD annually
NLT 31 March via msg (forty to fifty pages). OSD
approval is historically received in Aug/Sep
timeframe via msg. Approval for Out of Cycle
(emerging, mission critical) requirements are
submitted through the same lengthy process and
many times, approval is not received on
time. Impact The current process requires
extensive man hours for USSOUTHCOM, Service
Components and MILGPs. Additionally, it hinders
the commanders flexibility and ability to support
mission critical, short fused, emerging
requirements. Submitted By SCJ34, Ms. Karen
Castleton, 305-437-3588, Endstate DCCEP
procedures are outlined in Title 10, US Code,
Section 2010. DCCEP funds must be approved by
the SecDef in accordance with federal law. The
funds are allocated from the COCOM executive
agents. DCCEP and DCCEP Out-of-Cycle request

Components to employ JNTC for training with
minimal or no JWFC direct support. Discussion
JNTC should be employed for COCOM and Component
sponsored training in addition to scheduled JNTC
events and those events that JWFC can support. To
accomplish this, the JNTC technical solutions
must not require JWFC support sufficient theater
expertise must be developed in each COCOM to
employ JNTC to design, build and execute
training and both COCOMs and Components must be
able to program funding to pay for the costs
associated with use of JNTC. Impact Training not
supported by JNTC infrastructure and training
enablers may be sub-optimized and not have

    include Interagency Operations for personnel
    assigned to Joint staffs
  • JPME I/II
  • Interim use of Web Based Training (JTF 101)
  • Resource specific training AO course (indoc) and
    job-specific training
  • Impact A majority of permanent and individual
augmentee personnel are unprepared upon arrival
to assume the duties to which they have been
    assigned.
  • Submitted By USCENTCOM
  • End state Comprehensive Joint Individual
    Learning Continuum meets joint training
requirements for all individuals assigned to
Joint billets prior to joint duty assignment
through combination of education, training and
    self-development.

Lack of Interagency PME
Issue 06CENTCOM-02 Personnel being assigned to
USCENTCOM are not formally educated nor trained
to accomplish doctrinal interagency coordination
tasks. Discussion The NMSP WOT requires
personnel to plan, coordinate and implement
interagency operations. Need to develop and
implement interagency operations training to
accomplish JMET Coordinate and integrate
military operations with regional interagency
activities. Impact Without an integrated DOD
wide interagency education and training program,
personnel will continue to conduct ad hoc
interagency coordination of doctrinal interagency
tasks. Submitted By USCENTCOM End state An
integrated DoD-wide interagency education and
training program supports COCOM interagency
requirements. POAM Include interagency
operations training in Service and Joint
schooling to provide Commands with senior
leadership and staff officers educated and
trained in the accomplishment of interagency
coordination. OPR/OCR JS/J-7
32
Joint Doctrine Development
Issue 06PACOM-02 Joint Doctrine Development
System (JDDS) requires combatant command
participation. Discussion Travel requirement to
participate in working groups gt100 days/yr. No
funding or government billet for a full time
doctrine position. JS J-7 proposed a Joint
DOTMLPF Change Recommendation (DCR) for Doctrine
Development in Oct 2005, which would have
included funding for Joint Doctrine Specialists,
but it was withdrawn in Feb 2006. Impact
USPACOM is unable to fully support the Joint
Doctrine Development process. Submitted By
USPACOM End state Joint Doctrine Specialists
funded and fielded to COCOMs. POAM USPACOM
supports JS J-7 efforts to fund a Joint Doctrine
Specialist at the COCOM level. OPR/OCR JS/J-7
33
Directed Training Requirements
  • Issue 06COCOM-01 Resourcing Expanded Joint
    Training Events
  • Discussion
  • New exercise requirements dictated from above
    COCOM level, i.e.Homeland Defense Proliferation
    Security Initiative Pandemic Influenza Global
Peace Operations Initiative, etc. The task,
either stated or implied, is to create new
exercise venues (in reaction to new real world
events) for each of these requirements.
  • Unified Command Plan directs combatant
commanders to certify HQ staffs designated to
serve as JTF staffs and functional components.
Increased costs include diversion of one
    contractor man-year (minimum) for program
    development/maintenance, 650K in additional
funding for SJFHQ-Pacific as the JTF trainer and
a third exercise support / DTT package from
    JFCOM/JWFC
  • Impact 1) Increases challenge for Combatant
Commands unable to comply with Sec Def guidance
to reduce PERSTEMPO due to exercises. 2) Watered
down exercise program with diminishing usefulness
based on more exercises with lower budget. 3)
    Without additional resources, a make-do
implementation will detract from the level of JTF
    training and operational readiness.
  • Submitted By USPACOM and USEUCOM
  • End state
  • POAM
  • CDRUSPACOM has directed that these new
    requirements be addressed through existing
USPACOM, Service, or other nations exercises as
    appropriate.
  • Joint Staff/J-7 must help to hold the line on
exercise program growth. Funding be provided to
    assist exercise Executive Agents incorporate
    emerging exercise requirements and implementing
    JTF Certification Program.
  • OPR/OCR JS J-7/OSD(PR)

34
Program Sustainment Funding
Issue 06EUCOM-02 New programs are implemented
without adequate funding added for
sustainment. Discussion New capabilities,
innovations, and technologies are emerging (Rel
GBR/AUS, JNTC, JLLIS, DRRS). While these are
welcome and useful, funding is only provided for
their initial development and fielding for the
technologies. COCOMs are left on their own to
fund and man sustainment of these new mandated
technologies. Impact Decreased funding
available for other programs and decreased
availability of manning to perform the tasks
required for the technologies. Submitted By
USEUCOM End state Drive-by fieldings eliminated,
all new programs fielded only with identified and
funded sustainment throughout their life
cycle. POAM Request development and
implementation of a sustainment roadmap for
support of current and new technologies
throughout their life cycle. OPR/OCR JS

JEP O M Funding Shortfall
  • Issue 06COCOM-02 Chairmans Strategy Based -
Requirements Driven approach to executing the
JEP attempts to provide ample Strategic Lift
funding but OM funding remains insufficient and
has a definite impact on the success of exercises
    and training.
  • Discussion
  • FY POM Initial Dist. Incremental
    Funds Shortfall
  • 06 8.046M 4.25M 0
    2.1M
  • 07 8.207M 4.4M 0
    1.8M
  •  PACOM Shortfalls remaining after
restructure/reorg. of JEP, dramatic reduction of
sim. capability, and reduction of capability to
support component and HQ participation in
    exercise planning process.
  • Impact Unable to meet Theater Security
Cooperation Guidance and conduct fully integrated
    Joint and Combined training. Important
    exercises scaled down. Reduced exercise
planning support. Training Objectives not met.
Average cost for an event has increased nearly
    half a million dollars.
  • Submitted By USPACOM and USEUCOM
  • End state OM funding fully supports COCOM
    exercise requirements.
  • POAM Supplement Geographic Combatant Commands
OM funding specifically focused on exercises
during this fiscal year and provide for future
    requirements.
  • OPR/OCR JS J7/OSD(PR)

36
Interagency Integration Funding
Issue 06SOUTHCOM-01 Interagency Integration
Funding. If COCOMs are to be effective in
improving and expanding participation of these
organizations in their training and exercise
programs, it is essential to provide funding
assistance to these organizations similar to that
which is provided to developing countries under
DCCEP. Discussion DOD Directive 3000.05, DOD
Support to Stability, Security, Transition and
Reconstruction Operations requires COCOMs to
engage relevant U.S. Departments and Agencies,
foreign governments and security forces,
International Organizations, NGOs, and members of
the private sector in stability operations
planning, training, and exercises. Impact
Participation by these organizations is often
restricted by SOUTHCOMs and the organizations
resource capacity. Submitted By USSOUTHCOM End
state Funding designated to support interagency
participation in COCOM training/exercise
venues. POAM Expand the current DCCEP to
permit its use for travel and per diem expenses
of members of these organizations to participate
in CJCS or Joint Exercise Program exercises and
planning conferences conducted by the COCOMs.
Authorize use of TCA funds for this purpose and
provide for increased levels of TCA funding for
this purpose. DOD establish an additional COCOM
exercise funding support capacity specifically
designed to support integration of these
organizations in exercises and associated
planning conferences. OPR/OCR JS J7

IA Simulation Response Capability
  • Issue 06NORADNORTHCOM-02 Interagency
    Response/Simulation Capability
  • Discussion Limited Interagency (Federal, State
    and local) exercise participation adversely
affects exercise design and ability to meet
exercise objectives resulting in difficulty in
    gaining Federal Interagency and State
    involvement. When participating, Federal, State
and local play is typically limited to 1-3 days.
  • Impact Results in abbreviated exercise and
unmet exercise objectives and hinders ability to
deploy and fully exercise JTF and JFO.
  • Submitted By NORAD/NORTHCOM
  • End state Develop and field Interagency
    Response/Simulation capability to support joint
    training and exercises.
  • POAM Standardize and use Federal Response
Simulation Cell, State Simulation Cell and/or
    Simulated JFO for exercises.
  • OPR/OCR JS J7/JFCOM

TC AoA Alternative 5
  • Issue 06COCOM-03 Propose establishment of COCOM
Organic Training and Exercise Capability based on
    Training Capability Analysis of Alternatives,
    Alternative 5.
  • Discussion
  • COCOMs identified requirement to source an
organic training and exercise capability in order
to Conduct and manage COCOM specific training
(Tailorable required and on-demand COCOM, SJFHQ,
JTF and FCC HQ staff individual and collective
    training) Identify COCOM individual/collective
training requirements and Track and manage
    individual/staff joint training and readiness.
  • No additional support via TC AoA Alt 5 provided
to the COCOMs to date. COCOM Council of Colonels
(COC) unanimous on TC AoA Alt 5 to provide
    additional contracted support (2-3 individuals)
to each COCOM, except JFCOM. JS J7 would fund
and provide oversight of additional support to
the COCOMs to meet its joint training
requirements. COA was briefed subsequently at
the JFCOM sponsored Two Star COCOM Training
Conference (Feb 05) and there were no objections.
COC unanimous again, COA briefed and approved by
    T2 SAG in Oct 05.
  • JKDDC products are not addressing the
    requirement. Centralized development of COCOM
specific modules at JFCOM cannot adequately
    capture unique requirement. Long-identified need
for a formal individual training program. JKDDC
    should address job-specific individual AO
training as well as joint education.
  • Impact COCOMs lack the additional support to
adequately meet its joint training requirements.
Insufficient ability to train COCOM individuals /
staffs and JTF and functional component HQ staff
  • Submitted By NORAD/NORTHCOM, PACOM, SOUTHCOM,
    STRATCOM, JS J7/JTD
  • End state COCOMs fully resourced to support
individual and staff joint training requirements.
  • POAM JS J7 use TC AoA Alt 5 to support the
    COCOMs requirements.
  • OPR/OCR JS J-7/OSD(PR), JFCOM

Synchronization of NEP
Issue 06NORADNORTHCOM-01 Synchronization of
National Exercises between DoD and interagency
partner. Discussion Current interagency
participation as achievable, department to
department. There is no required participation
stipulation. (1) Current National Exercise
definition in NEP too broad (2) Scope of
exercises. Complexity, participation, and length
(hours/days) is currently restricted by resource
availability and, as such, reality is
sacrificed (3) Lack of predictability and
stability. Dates for exercises (already within
next two years) can be changed unilaterally
making advance planning for resources/forces very
problematic(4) Emphasize building block
approach. Impact Submitted By
NORAD/NORTHCOM End state POAM(1) Recommend
that HSC lead on designation of National
Exercises when full federal participation is
expected (2) Re-categorize National Exercise
Program into five categories (3) Expand the scope
(duration) to permit achievement of exercise
objectives (4) Develop a risk-based exercise
plan, challenge participant at all
levels. OPR/OCR JS J7

Multiple Learning Mgt Systems
  • Issue 06NORADNORTHCOM-04 The use of multiple
    Learning Management Systems
  • Discussion No Joint Standard(s) exists for the
identification of requirements dealing with data
needed for a consistent, interoperable tracking
of learner profiles, competencies or training
records. It will take time to develop the
solution to this Joint problem needed for a
    coherent Global Knowledge Distribution
environment. Currently, multiple LMSs are being
used across the Joint Community. Each of these
LMSs have different requirements dealing with
    learner profiles, competency tracking and
    training record management.
  • Impact The use of multiple LMSs inhibits the
ability to integrate training and personnel
records and adds unnecessary complexity to
    integration with JTS and DRRS.
  • Submitted By NORAD/NORTHCOM
  • End state Universal Joint Learning Management
    System.
  • POAM Make JKDDC funds available to support a
single use of Universal Joint LMS.
  • Funds to manage a multi-COCOM LMS using the N-NC
    Commercial-Off-The-Shelf LMS as test-bed.
  • Develop standards to address ontology, taxonomy,
    metadata, personnel tracking, security methods,
    interoperable learner profiles, and competency
and training records for Joint community.
  • OPR/OCR JFCOM/JS J7

Insufficient Resources
Issue 06NORADNORTHCOM-05 Immediate assistance in
obtaining sufficient web-based resources to meet
COCOM joint mission training requirements
Discussion The e-learning content produced by
JKDDC, to this point, has been conventional
web-based instructional courseware. The Service
knowledge portals have produced lots of content
that are labeled as knowledge objects, but the
content is not yet systematically packaged to
allow for reuse." Some COCOMs have Joint ADL
programs that are largely unfunded. Impact COCOM
Staffs are not fully trained to meet their joint
mission requirements. Submitted By
NORAD/NORTHCOM End state A timely, collaborative
process that ensures JKDDC courseware development
supports COCOM joint mission training
requirements. POAM Recommend joint training
shortfalls be identified as urgent readiness
need. T2 funds for JKDDC be increased by 10M
per year to address COCOM joint knowledge
development and distribution requirements. Move
from Industrial age production of courseware to
much more rapid techniques involving real world
mission planning, analysis and rehearsal. Focus
on rapid development of a common set of joint
tools, standards and specifications to provide
immediate support to joint war fighter
needs. OPR/OCR JFCOM/JS J7
42
Joint Instructor Accreditation
Issue 06DTRA-01 Joint Accreditation of
Individual Training Courses and Instructors Joint
Accreditation criteria needs to be reviewed /
Process needs to be more visible / No process in
place for instructors. Discussion JFWC
designated office accredits joint courses. No
one is assigned instructor certification. Impact
Joint Accreditation designation will lose
significance in the joint training arena.
Organizations create own instructor certification
programs. Standards? Submitted By DTRA End
state Joint instructor certification
program POAM DTRA support to accredit Joint
CBRNE courses. Use DTRA CBRNE SMEs to review
course content. For In-Resident Courses and
Distance Learning Courses. DTRA support to
prototype joint instructor certification program.

Quarterly Allocation of CTP Funds
Issue 06USA-01 Quarterly allocations of CTP
funds are not being made Discussion CJCSI
3511.01, CJCS Exercise Program Funding, states
the Joint Staff will issue the Services quarterly
allocation of CTP funds. Impact Units forced to
use their own funds and then go through the
reimbursement process. It often takes 2-3 months
to get bills from the travel office to start the
reimbursement process. Meantime, the Joint Staff
Comptroller is requesting funds be returned for
not being obligated in a timely manner. MIPR
restricting use of CTP funds to a specific
exercise, limits flexibility. If you get the
money to units up front they can obligate when
the CTP comes in, precluding time-consuming
reimbursement process. Submitted By US Army End
state CTP funds provided to units IAW
established policy. POAM Comply with
established policy and issue CTP funds to the
Services on a quarterly basis. Units can then
obligate CTP funds when initially purchasing the
tickets. OPR/OCR JS J7
44
Air Component Exercise Availability
Issue 06USAF-01 Support desired by COCOMs
exceeds air component funding and personnel
availability. Discussion Air component uses the
COCOMs priority list as basis for starting pint.
Each exercise is analyzed for value and then they
refine the priority list. Not all exercises can
be supported. Impact Not all COCOM exercises
can be supported by Air Component. High cost of
some exercises impacts Air Force play. Submitted
By USAF End state POAM Mitigate by
utilizing LVC capabilities and providing updated
priorities to Air component. Recommend OSD
develop credible long-range exercise program to
regain Service and congressional confidence.
Engage OSD to reinstate funding cut in FY 06/07.
Continue synchronization, linking exercises to
reduce number. OPR/OCR OSD(PR)
45
Joint Task Articles
  • Issue 06JFCOM-04 Joint Task Articles (JTA)
deletion of JTA reference from draft Joint
Training Policy and Guidance (JTPG). Deletion
from the JTPG desynchronizes that document from
the T2 IPLAN issued by OSD.
  • Discussion Following direction removed from
JTPG Conduct Joint Task Article and Expanded
Joint Task Article (JTA/EJTA) analysis with the
intent to conduct qualitative analysis of the
existing universal joint tasks to establish
    required conditions, critical elements, and
measures with common sense yes/no criteria in
    order to conduct joint training
  • Impact Deletion from the JTPG desynchronizes
that document from the T2 IPLAN issued by OSD.
Causes confusion in the joint training community
regarding the universal acceptance of JTAs in
    policy.
  • Submitted By USJFCOM
  • End state COCOMs concur with reinsertion of JTA
    language in JTPG.
  • POAM (Current/Planned) Reinsertion of JTA
clauses in JTPG resynchronization of T2 IPLAN
    and JTPG.
  • OPR/OCR JS J7/JFCOM

46
Joint Training Trends and Assessment
  • Issue 06JFCOM-06 Consensus has not been achieved
in the joint training community regarding how
joint training trends and joint training
    assessment taskers will be achieved.
  • Discussion. The Joint Training Policy and
Guidance (CJCSI 3500.01C) states USJFCOM is
    responsible for Annually assessing the
effectiveness of joint training, to include
describing emerging training trends in the joint
community. Brief the training trends at the
September WJTSC-2 and report the results of the
training assessment to the Chairman and
    Combatant Commands/CSAs will Annually provide
USJFCOM with their joint training trends by 30
June for integration into USJFCOMs annual
training trends brief presented at the September
    WJTSC-2.
  • Impact Lack of ability to identify common joint
training deficiencies or issues that adversely
    impacting joint force readiness.
  • Submitted By USJFCOM
  • End state
  • POAMAcceptance of a proposed way ahead that
enables the determination of relevant joint
training trends and joint training assessment
  • OPR/OCR JFCOM/JS J-7

UJTL
  • Issue 06JS-02 UJTL 5.0 requires task clean-up.
UJTL 6.0 requires alignment with JCAs, Baseline
Conditions and Standards, and an automated
    staffing tool.
  • Discussion.
  • Currently within UJTL 5.0
  • 51 duplicate level of war (LOW) tasks
  • 19 with Multiple Tasks
  • 78 with Multiple Verbs
  • 26 that are Service Tasks (dont meet
requirements to be a joint task)
  • Reducing number of duplicate UJTL Tasks
significantly reduces workload of mapping. Task
SME/SML/SMOs must be designated for electronic
    staffing to work.
  • Impact JCAs may require development of new UJTL
Taxonomy. May also impact Service development
    and maintenance.
  • Submitted By JS J7 JTD
  • End state Change recommendation for UJTL
