Standards
  • The rail industrys own standards regime needs to
    be improved to become fully effective
  • More involvement by industry to challenge and
    influence their own standards
  • RSSB and HSE have separate functions
  • RSSB beginning to tackle issue
  • Have offered HSC/E help
  • BUT, better project management and basic cost
    control will be more fundamental in reducing
    costs in the industry.

  • Opposed by HSE, ORR and rejected by Cullen and
    HMG in 2001
  • CAA model means more complexity
  • ORR does not have the expertise
  • Would distort its functions
