Air Transport Security Limitation on liquids
since 06.11.2006 - Effects on Airports and
Airlines due to EU-regulation 1546/2006 amending
Regulation (EC) No 622/2003 laying down measures
for the implementation of the common basic
standards on aviation security

Background
  • On 10th August this year an apparent plot to set
    off bombs on aircraft flying to the United
    States using liquid explosives was discovered in
    London.
  • The European Commission has acted rapidly by
    restricting the quantity of liquids that
    passengers can carry when passing the screening
    points and then on-board aircraft.
  • The new regulation applies to all flights
    departing from airports in the European Union,
    regardless of their destination and the
    nationality of the carrier, so that there is
    the same level of protection throughout the
    European Union.
  • The regulation affects cabin baggage only, as
    hold baggage is inaccessible for passengers
    once checked in.

New rules
  • The new rules apply to all liquids. The term
    liquids as defined in the EU-regulation
    include gels, pastes, lotions, liquid/solid
    mixtures and the contents of pressurised
    containers, e.g. toothpaste, hair gel, drinks,
    soups, syrups, perfume, shaving foam, aerosols
    and other items of similar consistency.
  • Passengers are permitted to carry small amounts
    of these liquids in their cabin baggage past
    screening points, unless in individual containers
    with a capacity not greater than 100
    millilitres or equivalent and contained in one
    transparent re-sealable plastic bag of a capacity
    not exceeding 1 litre.

New rules
  • The new regulation also makes an exception for
    medicines and dietary requirements needed
    during a trip, including baby food. Travellers
    can continue to carry them in their cabin
    baggage.
  • Passengers can also continue to take liquids,
    such as drinks and perfumes, obtained beyond
    the points where boarding passes are
    controlled, on board aircraft. The regulation
    lays down precautions to prevent tampering or
    interference after purchase.

Implementation and effects (at security check
points)
  • Since 6th of November 2006 the new rules are
    effective.
  • Airports and airlines were expecting enormous
    operational problems - long queues and
    waiting times in front of security check points -
    and started a coordinated and broadly based
    information campaign for passengers.
  • Information is provided on posters, bi-lingual
    flyer, video presentations in front of
    security check points and via internet websites.
  • Airports and airlines also provide passengers
    with 1l plastic bags for an interim period.

Implementation and effects (at security check
points)
  • First experiences show that the information
    campaign has been quite successful.
  • Due to well informed passengers, queuing times
    in front of security check points were shorter
    than expected.
  • Nevertheless the throughput of passengers
    passing by the security check points at the
    five major airports in Europe (ADP, AMS, BAA,
    FRA, MAD) is reduced by around 20. This
    creates, of course, serious additional
    problems for airports that do have already
    capacity constrainsts.

Implementation and effects (duty free sales)
  • One of the biggest problems one month after
    implementation of the new rules are
    duty-free-goods bought at non-EU airports or on
    board of non- EU airlines.
  • Obtained goods containing more than 100ml of
    liquid have to be retained at security
    check-points when entering the EU-area, because
    of non- compliance of security regimes of
    EU-countries and non-EU-countries. E.g. a
    bottle of Whisky bought in Dubai and carried in
    the hand luggage on a flight via Paris to
    Bordeaux, has to be retained at the security
    check point at Paris airport.

Implementation and effects (duty free sales)
  • A solution on a world wide (ICAO) - level is
    essential to assure that duty- free-goods can
    be accepted when entering the EU-area. In the
    meantime retained articles will be disposed
    e.g. by the airport operators (FRA disposes
    3,5t or 10m³ of retained articles daily!).
  • For customs- and liability-reasons retained
    liquids can only difficulty be used for
    further commercial or non-commercial purposes.

Summary
  • Due to excellent cooperation between the
    EU-Commission, airports and airlines the new
    security regime went fairly well on
    implementation.
  • The lower throughput at security check points
    creates big operational problems.
  • The passenger is loosing confidence in the world
    wide duty-free regime when he enters the
    EU-area and has to dispose liquids carried in the
    hand luggage. As non-aviation-revenues are of
    great importance for airports the new rules
    will have adverse effects on them.
