What is the Interstate Pest Control Compact?
  • The legal framework through which member states
    can protect themselves from plant pest
    infestations that occur outside of their state
    yet threaten their agriculture and natural
    resources when unabated in a nearby state.
  • How? The IPCC administers a pest control
    insurance fund which applies the insurance
    program principle to help fund pest control
    programs that may not be addressed by the federal
    government.

How can a state join the IPCC?
  • Adopt into law the model enabling legislation of
    the IPCC.
  • Make an appropriation to the pest control
    insurance fund.

Treasurers Report
  • Highlights from the first half of Fiscal Year
    2008
  • Total assets available at December 31, 2007 were
    1,125,274.96. An increase of 26,724.48 from
    the June 30, 2007, balance of 1,098,550.48.
  • No membership dues were received no donations
    were received.
  • Income on investments totaled 36,531.10. There
    were no investment fees or expenses. Investment
    income covered all of the administrative and
    operating costs (9,806.62) for the period.
  • Funds were invested in Smith Barney securities
    earning varying rates of yield.
  • Investment Risk The Smith Barney Financial
    Management Account, in which IPCC funds were
    invested, followed the investment strategy
    approved by the IPCC Executive Committee on
    September 23, 2007. The Smith Barney FMA was
    diversified in the following way as of December
    31, 2007
  • No insurance claims were paid during the period.
