Main Topics
  • National nanotechnology policy in France
  • National Cluster Policy
  • MIPI Materials Cluster Lorraine Region
  • How to relay the national policy at regional
    level ?
  • Economic and scientific intelligence,
  • How to bring together industry and academic
    research ?
  • Nano-activities and nano-policy in the Lorraine
    region,
  • How to attract SMEs in the nano-world ?
  • Domains of application,
  • Information task,
  • Exemple of projects
  • International co-operations
  • Saarbrücken,
  • Russia (Arcus Program),
  • Others

3
Nano-policy in France
  • Nanotechnologies are a priority for French RD
  • 4th world player (publications and spending),
  • 4 centers of excellence,
  • 2 main research institutions
  • CNRS national research agency
  • CEA Atomic Energy Agency
  • specific initiatives from
  • Ministry of Education Research
  • Ministry of Industry

4
Clusters policy in France
  • 71 official clusters  Poles of competitiveness
  • on a regional basis,
  • thematic clusters
  • In charge of the animation of collaborative
projects between the economic and scientific
    worlds
  • Small teams of 5 to 10 people,
  • Foster collaborative projetcs,
  • Strong networking
  • Individual links with entrepreneurs,
  • With labs,
  • Professional organizations (Chambers of Commerce,
    Metallurgy, ),
  • Strong support of State and Local Authorities
  • No money but label and help funding projects

4
5
Clusters policy in France
  • Example of Minalogic in Grenoble
  • the refernce cluster for nanotechnologies and
    ICT,
  • 130 companies and research centers
  • (CEA, SOITEC, ST Microelectronics,)
  • 81 projects for 350 M in nanotechnologies and
    software

6
MIPI Materials Clusters
  • MIPI  Innovative Materials and Intelligent
    Products
  • materials cluster situated in North-Eastern
    France,
  • Lorraine
  • Traditional steel-making region,
  • Strong academic position in materials science
  • 100 companies and research centers
  • (Arcelor-Mittal, St-Gobain,)
  • 92 projects for 150 M in
  • Metallurgy,
  • Polymer composites processing,
  • Smart materials,
  • Nano-materials.

MIPI Materials Clusters
  • MIPI gathers 100 industrial and academic partners
  • 20 industrial Groups and 70 SMEs (see next
    slides),
  • 2 universities Nancy Metz Universities,
  • 4 engineering schools,
  • 9 technical centers (company/lab interfaces),
  • 27 laboratories
  • in a collaborative dynamics aimed at increasing
the competitiveness and attractivity of its
    territory
  • Its backbone are the projects
  • foster the onset of ambitious collaborative
    projects,
  • Visit companies large, small and medium,
  • help  nursing  the projects, project
    engineering,
  • Label and recommand projetct to financing
    agencies,
  • MIPI is the middleman between project members,
    financial agencies and
    public authorities.

Strategy
  • Global Strategy
  • Become one of the leading clusters in the field
    of  materials for structural applications
  • Scissor effect
  • Economic stakes are very high energy, raw
    materials, sustainable development,
  • RD spending and competencies in the fields of
material science have stalled in the last two
    decades. Techniques have drastically evolved
(nanos) and are leaving the laboratories.
  • There is a urgent need to re-create industrial
skills regions with a strong industrial basis
and with scientific excellence are well placed
  • Nanotechnologies are the opportunity to enhance
    regional industrial performance

10
11
Strategy
  • Nanomaterials are not viewed as materials on
    their own,
  • Nanotechnologies are a set of new technologies
able to drastically improve materials properties,
process control, and products life control
  • Volume properties lightweighting (nanograins,
    powders, ), radiation resistance, ageing,
  • Surface properties wear, corrosion, friction,
    fatigue, anti-stains, biocide, self cleaning,
  • Others thermal insulation, electrical
    properties, fire protection,
  • Process sensors, process instrumentation and
    control,
  • Rapid prototyping (nano-powders),
  • Products life control through built-in sensors,

12
Strategy
  • Our Policy in Nanomaterials is to
  • Inform companies of new possibilities offered by
    nanotechs,
  • Inform labs of the existence of local SMEs as
    potential beneficiary of their skills,
  • Propose competences, project engineering and
    raise funds,
  • Create a network at national, european, world
    level,
  • Lobby to the benefit of labs and industries on
    our territory,
  • Priority fields
  • Surface treatment,
  • Sensors,
  • Energy (field of application),
  • Develop cooperations
  • At national level others pôles de
    compétitivité,
  • At european level FP7, border countries (D, B,
    L),
  • Russia
  • ARCUS academic nanotechnologies program
  • International Technological Partnership Program

13
Strategy
  • Example
  • Materials Rodmap for Energy and impact of
    Nano-Technologies
  • Source European Project SMART
  • Participate to strategic planning actions
  • National specific study of Ministry of Industry
  • European EuMAT, Estep Platforms,
  • Other countrys MatUK, BMBF, MITI, ..

14
