Moreover, there are headings where it is
necessary to carry out adjustment of location,
frequency and transportation capacity. They are
as follows1. On the route Kaliningrad
Mamonovo, trips even in summer period are
effected not by diesel-electric passenger trains,
but rail buses that can not satisfy demand for
service.2. It is reasonable to use rail buses
on existing routes Kaliningrad Bagrationovsk,
Kaliningrad Baltiysk, Kaliningrad Polessk
Sovietsk. It is reasonable also to use this means
of transport on the following directions
Svetlogorsk Donskoye Yantarny Primorsk,
Kaliningrad Khabrovo, Chernyakhovsk
Zheleznodorozhny, Chernyakhovsk Sovietsk,
Kaliningrad Baltiysk, the ferry crossing.

• 1. Elaboration of the programme (the strategy)
  of suburban railway transport development of the
  region for the 5 year perspective (for example,
  until 2012 2017)
• 2. Propaganda of railway transport use among the
  population (as one of the most comfortable,
  cheap, environmental responsible (in compare with
  automobile transport developing in the region).
• 3. Better information provision of the population
  on suburban railway transport work. There are
  still no train movement schedules, heading
  schemes, passage costs. It is reasonable to
  include this information in the information
  publications, giving information about tourist
  objects and historical monuments of the region.
  Creation of the official internet site of the
  Kaliningrad railway with suburban passage
  schedules may be useful.

4. Improvement of information provision of
passengers. Installing of billboards with
schedules and heading schemes of trains, costs of
passage and so on at the stations and stopping
points. 5. Preparation to release of the scheme
of the current suburban railway transport, as
today scheme is of terrible design. 6.
Passenger traffic monitoring on train headings
for rolling-stock effectiveness increasing. 7.
Continuation of work on tariff service schemes to
improve its optimization and increase railway
transport attractiveness. 8. Elaboration of the
system of financial monitoring of headings to
know transport headings, which are in demand
different seasons and week days.
