Part A Technical and Regulatory Assistance by
the Bureau Part B Coordination of Earth
Stations With respect to Terrestrial Stations As
well as Other Earth Stations
3
  • Part A Technical and Regulatory Assistance by
    the Bureau
  • What are the Provisions to seek the Assistance of
    the Bureau
  • When, during the coordination process, each one
of these provision can be applied
  • How the Bureau deals with a request for
    assistance and
  • What are the implications for the administrations
    involved.

4
INTRODUCTION
Article 6 of the Constitution provides that
all administrations are bound to abide by the
provisions of Constitution/Convention and the
Radio Regulation when the radiocommunication
stations operated by it are capable of causing
harmful interference to radio services of other
countries.
5
International Rights and Obligations
No.8.1 The international rights and obligations
of administrations in respect of their own and
other administrations frequency assignments
shall be derived from the recording of those
assignments in the Master International Frequency
Register (MIFR) Such rights shall be
conditioned by the provisions of these
Regulations and those of any relevant frequency
allotment or assignment.
6
Procedure for Effecting Coordination
Article 9 Section II-Procedure for effecting
coordination No.9.6 Before an administration
notifies to the Bureau or brings into use a
frequency assignments in any of the cases listed
in No.9.7 to 9.21 it shall effect coordination,
as required, with other administrations
identified under No.9.27. Administrations may
seek the assistance of the Bureau under the
provisions of Articles 7,
Article 9 and Article 13 in applying the
coordination or notification procedures of
Article 9 and Article 11
7
Regulatory Provisions to Seek Bureaus Assistance
  • 9.33 Direct communication between the
    Administrations not possible
  • 13.1 General provision in case of difficulty
in applying the provisions of Article 9 and 11
  • 7.6 Special assistance
  • 9.46 No acknowledgement of receipt of
    coordination data
  • 9.60 No decision or relevant information within

Assistance Under No.9.60
Administration B has to give either decision or
relevant information within 4 months (No.9.52)
from the date of request (No.9.29 or No.9.38)
  • Administration A seeks the Assistance of the
    Bureau (No.9.60)
  • The Bureau requests Administration B for early
decision or provide the relevant information
    (No.9.61)
  • Bureau forwards any response to Administration A
for further action in completing coordination
  • If the Administration B fails to reply within 30
days of Bureaus action the provisions of
Nos.9.48 and 9.49 will be applied by the Bureau

18
Bureau Applies Nos.9.48 - 9.49
Bureau communicates application of Nos.9.48 and
9.49 to all concerned administrations under which
Administration B Is deemed to have undertaken
that
  • No complaint will be made in respect of any
    harmful interference affecting its own
assignments which may be caused by the
    assignment for which coordination was
    requested.
  • The use of its own assignments will not cause
harmful interference to the assignment for which
    coordination was requested.

19
Assistance Under No.9.33
Direct communication not possible
  • For Example
  • If Administration A is unable to act under
No.9.29, it shall seek the assistance of the
    Bureau.
  • Bureau shall then send the request for
coordination to the Administration B and
  • Take any further necessary actions under
    Nos.9.45 - 9.61 as appropriate

20
Special Assistance Under No.7.6
  • An administration in need of special assistance
may request the Bureau under the provisions of
    No.7.6
  • Results of AP8 analysis
  • Preparation of the coordination contour
  • Clarification of Rules of Procedure
  • Any other requirement of technical nature

21

Assistance Under No.9.63
CONTINUED DISAGREEMENT
  • Bureaus examination under No.11.32A may be
    sought
  • by either of the administrations involved in the
    coordination process or
  • when administrations involved follow the
required coordination procedure and at the end
    there is continuing disagreement.

22
Assistance Under No.9.63

CONTINUED DISAGREEMENT
  • The Bureau assesses the interference as provided
in PART B, Section B3 of Rules of Procedure, for
which the administrations concerned have to
provide information in addition to that provided
    under Appendix 4 such as
  • agreed criteria for the acceptable interference
  • Modulation characteristics and
  • Set of test points defining the service area
  • Recommendation ITU-R S.741 is used with respect
to coordination of the networks under No.9.7 and
    the conclusions are communicated

23
IMPORTANT POINTS TO NOTE
  • Provide a copy of the notice forms to Bureau
    while requesting for assistance
  • Provide details of correspondence with
    other administrations while requesting for
    assistance
  • Provide relevant reply within 30 days
    when requested by Bureau for
  • Acknowledgement of coordination request or
  • Decision or
  • Information about assignments on which your
    disagreement is based

Coordination Area of Mobile Earth Stations
For a mobile earth station, the periphery of the
service area is extended by the coordination
distance. The coordination distance may be a
predetermined coordination distance or it may be
calculated (No additional protection can be
assumed to be available from the earth station
horizon elevation angle for all azimuths)

Response to Request of Coordination by
Administration B
  • Acknowledge receipt of the coordination request
  • Collect data on existing and planned TS ES(ODT)
to be brought into use in the next 3 years or to
be operated prior to the date of bringing into
use of earth station, falling within its
    coordination area.

B

52
Response to Request of Coordination by
Administration B
  • Conduct Technical Examination
  • Detailed technical examination is not required
    if the TS ES(ODT)
  • Are not inside the coordination area or
  • Has no frequency overlap or
  • With lesser potential are not inside the
    Auxiliary contours
  • Interference is within the acceptable level

53
Response to Request of Coordination by
Administration B
Conduct Detailed Technical Examination
Detailed technical examination is required if TS
ES(ODT) inside the coordination contour or
auxiliary contours could cause or receive
unacceptable interference. Exchange of
information like terrain profile, modulation
scheme, precise e.i.r.p and sensitivity may help
administrations to reach coordination agreement
54
Response to Request of Coordination by
Administration B
Coordination agreement is reached (9.52B)
Administration B may agree to the coordination
by requesting the inclusion of its TS ES(ODT)
not yet recorded in the MIFR but are to be
brought into use in the next three years and
sends complete characteristics (AP4 Annex 1A/1B
or 2A/2B) of these stations to Administration A
and the Bureau.
55
Response to Request of Coordination by
Administration B
  • Coordination agreement is not reached (9.52)
  • Administration B does not agree to the
    coordination request. It shall
  • within four months of the date of dispatch of the
coordination data, inform Administration A of its
    disagreement
  • provide information concerning its own
assignments upon which that disagreement is
    based and
  • make such suggestions as it is able to offer with
a view to satisfactory resolution of the matter.
  • A copy of that information shall be sent to the
    Bureau.
  • Only that information relating to existing
radiocommunication stations or to those to be
brought into use within the next three months for
terrestrial stations, or three years for earth
stations, shall be treated as notifications under
    Nos. 11.2 or 11.9.
