Title: Conference for Candidate Countries on the Construction Product Directive CONSTRUCTION PRODUCTS IN CO
1Conference for Candidate Countries on the
Construction Product Directive CONSTRUCTION
PRODUCTS IN CONTACT WITH DRINKING WATER
Brussels20 - 21 January 2003

ruction (G5)
2CPDW
- AMONG THE OBJECTIVES OF THE EU TREATY
-
- Protection of environment / human health (e.g.
Directive 98/83/EC) - Creation of the Internal Market by
- abolishment of trade barriers (e.g. Directive
89/106/?EC) - avoiding the creation of new barriers (Directive
98/34/?C) - market surveillance by Member States
3CPDW
- THE DRINKING WATER DIRECTIVE (98/83/EC)
- sets minimum levels of requirements for tap water
- allows Member States to have more severe
requirements if they - consider necessary
- hENs or ETAs under the CPD for products used for
the construction of the water supply systems
shall respect the requirements of the DWD (Art.
10).
4CPDW
- CONSTRUCTION PRODUCTS DIRECTIVE (89/106/EEC)
- OBJECTIVES
- to achieve the greatest possible advantage for a
single internal market, - to afford access to that market for as many
manufacturers as possible, - to ensure the greatest possible degree of market
transparency - to create the conditions for a harmonized system
of general rules in the construction industry,
5CPDW
- THE CPD
- only construction products fit for the intended
use may be put on the EU market (they bear the CE
marking) - fitness for the intended use is assumed by
compliance to a harmonized EN or an ETA - Member States cannot refuse the marketing / use
of such products in their territory (except for
justified restrictions due to geography / climate
/ ways of life / level of safety)
6CPDW
MAIN DIFFICULTIES FOR CPDW
- STRUCTURAL TECHNICAL
- Different traditions and Different types
of water - empirical approach Cold, warm, hot water
- Consumption patterns New Concerns
- Transparency and (e.g. toxicity)
- Confidentiality Sensibility of tests
-
- COMMERCIAL FINANCIAL
- Materials Competition Lack of Resources
- The Cost of the Tests Budgets for
Research
7CPDW
- EUROPEAN ACCEPTANCE SCHEME (EAS)
- It is the future European approach for the
acceptance of - construction products used in contact with water
intended for - human consumption.
- It became necessary because existing basic
differences in - National Acceptance Schemes did not allow for the
realization - of the Single Market in the CPDW field
(elaboration of European - specifications for products and the approximation
of the relevant - national regulations) and the implementation of
the DWD.
8CPDW
- SCOPE OF EAS
- FOR all products in contact with drinking water
- (Pipes and piping kits/systems, tanks and
storage kits/systems, taps, valves, pumps,
fittings and accessories) - FROM to be decided by each Member State
- (e.g. from the last treatment plant)
- TO the consumer tap for cold, warm and hot water
for human consumption
9CPDW
- PRINCIPLES OF THE EAS
- to allow for the implementation of the DWD by
using construction products complying to the CPD - not to reduce the existing protection level of
the consumers - to offer a level playing field for all materials
- to implement a whole European package
(regulationsspecifications) - to ensure transparency and confidentiality
10CPDW
- BENEFITS OF THE EAS
- Implementation of 2 EU Directives
- the CPD(89/106/EEC) Single Market for
construction products - the DWD(98/83/EC) Quality requirements on the
tap water - Benefits for Industry
- abolishment of trade barriers within the EU
- reduction of the total acceptance cost for
selling in the EU - single AoC system
-
- Sharing the Research Cost
11CPDW
- WORK ACHIEVED TILL TODAY
- Establishment of the RG-CPDW
- Research Programme (March 2001 - March
2003) - EC Mandate to CEN (June 2001)

- Several CEN/TCs working on the basis of the
mandate
