Barrier
  • We find barriers to our goals many places in
    nature.
  • We have created barriers as well.

Barriers
  • In such settings, people with disabilities were
    segregated from the rest of the community,
    treated as sick or incapacitated, given little
    control over their day-to-day lives and dismissed
    as unproductive members of society.

Eliminating Barriers
  • The Disability movement believes in the absolute
    necessity for eliminating the attitudinal,
    physical and communications barriers that have
    historically limited, confined and excluded
    people with disabilities.

Accessibility for All
  • Today accessibility for all is recognized as a
    basic necessity and there are attempts all over
    the world to ensure this. Barrier-free features
    are now becoming fundamental to all design
    concepts.

Accessible
  • Accessible means that a program, activity,
    meeting, hearing, or other event or process is
    readily usable by an individual, regardless of
    his or her abilities.
  • When used in reference to a building or
    facility, it means that a facility can be
    approached, entered and used by any individual,
    regardless of his or her abilities.

Universal accessibility
  • An approach that promotes the creation of an
    environment in which the entire population,
    including people with disabilities, can make full
    use of the possibilities offered by a building,
    an urban space, a program, a service, or a means
    of communication.

The Barrier-Free Concept
  • A barrier-free environment is a space that allows
    free and safe movement, function and access for
    all, regardless of age, sex or condition, a space
    or a set of services that can be accessed by all,
    without obstacles, with dignity and with as much
    independence as possible.
  • The environment means buildings, roads, parks,
    gardens and other places, service, modes of
    transportation, products of daily use, etc. There
    is a popular belief that a ramp and an
    elevator/lift is all that is needed to make a
    built space barrier-free.

WHAT IS A BARRIER-FREE MUNICIPALITY?
  • A barrier-free municipality is one that
    successfully strives to prevent and remove all
    obstacles in order to promote equal opportunity
    and participation by residents .
  • Barriers may include
  • physical barriers, such as stairs, uneven
    pavements or narrow pathways
  • architectural barriers
  • information or communication barriers, such as a
    publication that is not available in large print
  • attitudinal barriers, such as assuming that a
    person with a disability cannot perform a certain
    task
  • technological barriers, such as traffic signals
    that change too quickly or meeting rooms without
    assistive listening systems for persons with
    hearing disabilities and
  • barriers created by policy or practices, such as
    not offering different ways to complete a test as
    part of a job interview.

Who all face barriers?
  • It is only persons with disabilities for whom
    barriers become major obstacles. However, it is
    necessary to realize that every person, at some
    stage of life, face barriers.
  • A small child, an elderly person, a pregnant
    lady, the temporarily disabled, all are
    vulnerable to barriers.
  • Therefore, to list out people affected by
    barriers
  • - Wheelchair users
  • - People with limited walking / movement
    abilities
  • - People with visual impairment or low vision
  • - People with hearing impairment
  • - Elderly persons
  • - Pregnant ladies
  • - Children with temporary disabilities
  • - People carrying heavy or cumbersome charge
  • - Etc.

How affect barrier our social life?
  • Barriers make an environment unsafe and cause a
    high level of difficulty to the user.
  • But more importantly, barriers cause space to be
    out of reach, denying people the opportunity of
    participation in various spheres of life. This
    ranges from education, economic, social, cultural
    and may be other activities.
  • This loss of opportunity is not only a loss for
    the person concerned but also societys loss,
    which misses out on their contribution.
  • Simply put, a barrier causes exclusion and its
    removal is necessary for ensuring inclusion and
    participation of all in society.

  • One important concept for accessibility of the
    environment is that of the trip chain. A
    typical trip consists of many links.
  • For example, to be able to go from home to a
    working place, a person has

    near the working place
  • to reach the entrance of the building
  • to enter the building

Planning Principles
  • 1. Empower people with disabilities as found in
    the objectives of the active and independent
    living movements.
  • 2. Establish proactive public education programs
    to eliminate misconceptions of people with
    disabilities held by society at large.
  • 3. Change existing barrier-free guidelines
    into enforceable policy.
  • 4. Incorporate universal design principles into
    the planning, design and development stages of
    the land development process.
  • 5. Provide up to date information, training and
    continuing education for City staff in order to
    increase their awareness and understanding of the
    needs of people with disabilities.
  • 6. Regular and ongoing collaboration with the
    TJCC and related community organizations in order
    to be informed on current and future research
    into best practices related to barrier-free
    design of the built environment.
  • 7. Audit of existing barriers within internal
    and external built environments.

  • 8. Develop public transportation policy that is
    inclusive of the needs of people with
    disabilities and seniors.
  • 9. Develop a prioritized work schedule for
    street, sidewalk and intersection upgrades (e.g.,
    curb cuts) based on direct consultation with
    people with disabilities and seniors.
  • 10. Develop housing policy that incorporates
    characteristics of adaptable, universal and
    flexible housing design.
  • 11. Establish an ongoing partnership between the
    City and all community organizations focused on
    providing barrier-free access to recreational
    facilities, services and programs for people with
    disabilities.
  • 12. Include policy within the Official Plan to
    eliminate communication barriers in City services
    and access to information in order to prevent
    further discrimination.
