  • Purpose
  • IAW FORSCOM Reg 350-3 and TC 1-210 all
  • assigned aviators must be briefed on HIRTA
    annually.
  • Increase safety awareness of possible
    Electromagnetic anomalies in the aircraft.

  • Electromagnetic Interference (EMI)
  • EMI anomalies include uncontrolled flight, or
    unexplained
  • illumination of Caution/Warning lights with or
    without
  • degradation or loss of corresponding system or
    component.
  • All incidents that cannot be confirmed as valid
    mechanical
  • failure/malfunctions through troubleshooting
    procedures
  • should be considered suspected EMI anomalies.

  • Standoff Distance
  • Defined as the closest distance any aircraft may
    approach any object identified as a high powered
    radio antenna such as radar, TV, or commercial
    radio antenna etc.
  • Standoff distances are based upon worst case
  • test data (covering all aircraft) for a given
    HIRTA frequency. These distances are not based
    upon the performance of any single airframe.

  • Standard HIRTA Avoidance
  • Criteria
  • Aircraft will avoid all known HIRTA Antennas
  • IAW classified standoff distances (See S-2 for
  • classified standoff distances).
  • Any antenna that appears to cause unusual
    aircraft performance shall be avoided
    immediately.

  • Operations Within Known HIRTA Areas
  • Requires prior approval from FORSCOM in
  • coordination with AMCOM.
  • Request requires a minimum of 30 days to
  • process.

  • Aviator Responsibilities
  • Cross-country VFR routes require the PIC/Flight
    Lead to verify that the proposed route is outside
    the standoff distance all known HIRTA sites.
  • Report all suspected EMI encounters.

  • Suspected EMI Reporting
  • IAW AR 385-40 report all suspected EMI
    encounters in a timely manner via AAAR to the BN
    Safety, Standardization, or S-2.
  • AAAR will be classified Confidential and
    forwarded through the appropriate channels.
  • Input is used to validate and update the Army
    Data Base of HIRTA sites.
