The Arlington Partnership for Affordable Housing

Parc Rosslyn
An important part of greening life at Parc
Rosslyn involved promoting sustainable lifestyle
changes to residents, e.g. public transit, use of
hybrid cars, bicycling, and recycling.

Why we built green Achieving LEED certification
(26 points) was included among Arlington Countys
66 site plan conditions. In addition, APAH
agreed to use reasonable efforts to seek the
Silver certification level (33 38 points) to
demonstrate our commitment to the environment. An
application for Silver certification (with 34
points) is pending to the US Green Building
Council. The advantage of green While green
building may give Parc Rosslyn a minor advantage
in renting market-rate units, the major
advantages for APAH in building green may be
demonstrated over the buildings long term,
lifecycle costs.

Why we renovated green Earthcraft Virginia or
LEED certification was key to securing an
allocation of LIHTC from the Virginia Housing
Development Authority. VHDA has made green
building increasingly important to securing
funding under their Qualified Allocation Plan
(QAP) in recent years. The financial incentives
for green building When the value of energy
savings is shared with the Owner, we are
motivated to invest in water- and energy-saving
systems. Low flow faucets and shower heads, plus
low capacity toilets, can reduce the Owners
water/sewer bills. Energy savings could result in
lower utility allowances and higher rents, when
allowed by funders.
14
What will help us do it again
  • Site plan conditions that result in more density
    or other development enhancements
  • QAP conditions under the LIHTC programs
  • Better cash flow from green properties from
    shared water and energy savings
  • Long-term reduction in capital costs from
buildings with materials that have a long life
    cycle
  • Reasonable costs for green systems and
    installations
  • Ability to attract and retain residents
