  • Important to remember that the fund is an
    evolving fund
  • Broad agreement that the process is free from
    political interference and that it is a good
    financing mechanism
  • There is a perception that the TRP process is
    shrouded in mystery and less than transparent
  • No benchmark on the amount of funding that could
    be applied for
  • Recommendations
  • Clarify the TRP processes / policies and ensure
    that these are communicated (especially feedback
    / reporting on proposals that are rejected)

provided by the LFA?

    lack of transparency on the part of the PR

  • Recommendations
  • GFATM should consider a review / mapping of their
    operational processes and their contribution to
    delays incurred in implementation
  • Countries should review mechanisms to reduce
    delays, particularly at the country level

  • We all expected results too quickly without
    taking the country realities into consideration
  • Focus on quick results (quantity / coverage)
    could compromise quality
  • Proposals did not adequately take into account
    delays that would be incurred during start-up and
    implementation
  • Recommendations
  • PRs should be encouraged to do a reality check
    and adjust implementation plans / progress
    indicators based on the realities of the
    situation
  • Global Fund needs to be sensitive to country
    realities and not have unrealistic expectations
  • GFATM and PR should negotiate specific mechanisms
    that would speed up implementation
